The project includes the construction of one new corporate hangar facility (Hangar 4A) of approximately 12,000 square feet on the south end of the Terminal Building Apron at the airport. Bids will be received under four prime contracts: General Construction, HVAC Construction, Plumbing Construction, and Electrical Construction. Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and Divisions 00 and 01 of the Project Manual. Each bidder must deposit with their proposal a bid security in an amount equal to at least 10% of their Base Bid, in the form and subject to the conditions given in the Instructions to Bidders. No bidder may withdraw their bid within 120 days after the date of the opening. Successful bidders must enter into the Agreement and furnish the Contract Bonds and evidence of required insurance within fifteen days after notification of acceptance of proposals, as required in the Contract Documents. The contractor is responsible for ensuring compliance with Federal Labor Standards Provisions, Davis-Bacon Act wage rates, and the Pennsylvania Steel Products Procurement Act. Disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin.
