Site work and paving for a mixed-use development in Columbia, Missouri. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Curtis Avenue Sidewalk/Stormwater Improvements Contractor shall provide materials and equipment that meet or exceed the following at a minimum: o Project plan sheets/technical specifications (Attachment 1) o Public works street, storm drain, and sanitary sewer specifications and standards (January, 2025) (Attachment 2) o Standard specifications for highway construction of the Missouri Highway and Transportation Commission (MoDOT Specifications) o The City's sidewalk closure policy, any addenda (as altered, amended, or modified by such addenda) hereto o Any additional requirements stated herein. Contractor shall secure all necessary licenses and building permits for all trades including street parking permits before beginning work, keep necessary records as required, and do all work in such manner as to comply with all ordinances and laws of the City, County, State, and Federal as apply to the work stated herein. Contractor shall be responsible for all existing underground and overhead facilities, structures, and utilities. The contractor shall verify the location of all such facilities prior to the start of construction. Contractor shall contact the Missouri One-Call System at 1-800-DIGRITE (344-7483) before commencing any work. Contractor shall park, remove, store all materials, tools, equipment, etc. in an area approved by the City. The City shall not be responsible for theft or damage to the contractor's property. All property shall be left in a safe condition at the end of each day. The contract shall immediately correct all possible safety hazards to workers or the public. Contractor shall be responsible for providing and placing barricades, tarps, plastic, flag tape, and other safety or traffic control equipment necessary to protect employees, the public, surrounding areas, equipment, and vehicles. The flow of vehicular traffic shall not be impeded at any time while the contractor is performing work under this contract. The contractor shall take all necessary measures to ensure proper safety while performing work and shall comply with all local ordinances regulating noise levels, dust, mud, roadway load limits, and required barricades or warning devices at the site. Contractor shall be responsible for repairing any accidental damage to City and/or private property. The contractor, at no cost to the City, shall complete all restoration of any accidental facility damage caused by the contractor's activities. Contractor shall remove all mud and soil from public roads, private drives, and lots resulting from the construction of the project. Cleaning shall be conducted by the contractor during the progress of work and upon completion. It is the contractor's responsibility to remove construction debris from the site and to obtain waste receptacles as required. Cleaning and disposal operations shall comply with all applicable codes, ordinances, regulations, and antipollution laws. If the contractor fails to clean up during construction or upon completion of the work, the City may perform the cleanup, and all associated costs shall be charged to the contractor. All neighboring sites shall be preserved and protected by the contractor for the duration of the construction process. The City reserves the right to stop work at any time if it determines that adequate measures are not being taken to protect neighboring sites. The contractor shall be notified to resume work once the necessary corrections are made. Any oral responses to any question shall be unofficial and not binding on the City. Time of Completion: The Contractor shall complete all work within forty-five (45) calendar days from the date of Notice to Proceed. Liquidated Damages: If the Contractor fails to complete the work within the specified time, the Contractor shall pay the City liquidated damages in the amount of six hundred dollars ($600) per calendar day for each day of delay beyond the completion date. Any bidder may withdraw his or her quote at any time prior to the scheduled closing time for the receipt of quote. However, no quote will be withdrawn for a period of ninety (90) calendar days after the scheduled closing time for the receipt of quote. After determining that a bid satisfies the mandatory requirements stated in the RFQ, the contract shall be awarded to the lowest and best, responsive and responsible bidder. The City reserves the right to reject any or all bids or to make multiple or single award(s) without further discussion. ** Bid date info : Responses may be delivered via carrier service, USPS or if necessary drop off at City Hall by scheduling a time with Michelle Sorensen at (573) 874-6317. Bids shall be received by Purchasing and date stamped by the bid closing date and time. No faxed or e-mail responses shall be accepted. Public bid opening will be held at bid closing date and time. The envelope containing the bid response shall be sealed and plainly marked as a response for: "RFQ 29/2026- CURTIS AVENUE SIDEWALK/STORMWATER IMPROVEMENTS."
