As of January 27, 2026, this project has not yet been awarded. A timeline for award has not yet been established. LACOE is the nation's largest regional education agency, providing a range of programs and services to promote the academic and financial stability of the county's 80 school districts and the achievement of more than two (2) million preschool and school-age children. LACOE also provides direct instruction to juvenile justice-involved students through juvenile court schools and to at-promise students through alternative education programs. Furthermore, LACOE oversees California's largest early learning and Head Start - State Preschool program and operates the Los Angeles County High School for the Arts and the Los Angeles County International Polytechnic High School. 1.2 PURPOSE OF RFP The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified Potential Contractors to provide professional public art consultants to design, produce, install, commission artists for projects, and provide as-needed consulting services. Upcoming projects may include wallpaper murals, curated framed portraits, student art, posters, sculpture gardens, monuments, and placemaking art. This RFP, including any associated legal notices regarding it, supersedes all other oral and written communications regarding the work to be done and the process for selecting a Contractor. The contracts to be awarded would be for an initial term ending June 30, 2026. The contract would also include a provision, at LACOE's sole discretion, to renew the contract for up to four (4) additional one (1) year terms, encompassing contract years 2027, 2028, 2029, and 2030. Your firm is invited to submit an electronic proposal outlining your qualifications and willingness to provide the services described above. A more detailed explanation of the minimum qualifications required of the Contractor and the services required to be addressed in the proposal are presented in Section 3 Proposal Format and Response Content. LACOE is seeking a consultant with expertise in managing comprehensive public art programs and coordinating multiple projects. The consultant will collaborate with LACOE staff to oversee office ambiance and branding projects tied to capital improvements, with all artwork subject to written approval. The goal is to enhance office spaces with sophisticated, vibrant, engaging art that supports branding and creates an inclusive, inspiring environment for staff and visitors. Background/Overview LACOE is an educational agency supporting school districts and community colleges in Los Angeles County, serving about 2 million children. LACOE's goals are to: o Put students first in all actions; o Maintain a transparent and diverse workforce; o Support the education community; o Lead as an employer and resource for information; o Highlight student learning and achievements; o Show how staff contribute to student success; o Comply with federal and state laws and guidance. LACOE seeks a diverse and adaptable art collection representing our Los Angeles community. The contractor will help select, design, and install pieces that enrich our spaces and support well-being. o Artwork should foster a welcoming atmosphere for all. Original works, commissions, mosaics, 3D pieces, vinyl wraps, or wallpaper murals are encouraged, with materials possibly including recycled or repurposed products such as highquality plexiglass. Vinyl wraps and murals may be used in entrances and stairways; most artworks must be portable for use in other facilities. o Deliverables: The Consultant will: o Produce artwork and new display style o Obtain LACOE approval o Hire artists or teams for design and installation o Provide budget-aligned cost estimates o Complete installation by March 31, 2026 o Project includes: o Thirteen large-size wall graphics/murals o EC northwest entrance by Superintendent's Office (four, 20'w x 10'h) o EC main hallway (one, 35'w x 10'h) o ECW conference center main entrance (two 15'w x 9'h) o ECW conference center secondary entrance (two 15'w x 9'h) o EC staircases, two-story (four, typ. 13'w x 16'h) o 120 framed portraits, photo must be easily exchanged (currently 12"w x 15"h) o 50 framed original student/staff art (24"w x 30"h) o 200 framed posters of student/staff art and/or photography (30"w x 40"h) o 25 framed historical school building from digital collections and open access collections (30"w x 40"h) o Display system for hanging art in rotating gallery, art must be easily exchanged (50'w x 8'h) o Up to three additional art in any of the following: o Walls o Ceilings o Floors o Windows o Elevators o Entrances and Exits o Potential future work: o Meeting Rooms o Employee Rooms o Conference Center o Signage o Outdoor graphics and/or sculpture o Various schools LACOE partners with: o 80 Los Angeles County school districts o 13 community colleges o Head Start and Early Learning Program o LACHSA and IPoly high schools o County Community Schools and Independent Study across LA County o Juvenile Court Schools overseen by the Probation Department o GAIN, which offers adult education and job training o Various stakeholders affected by education For additional information on LACOE, please refer to the website at www.lacoe.edu Question Deadline 01/08/2026 at 3:00 PM PT Proposers may only submit questions or clarifications regarding the RFP or the services that are being sought in writing via the online bid management Overview and Objectives o Description: Design, produce, and install artwork for office spaces at two administrative buildings--9300 Imperial Highway and 12830 Columbia Way in Downey, CA--to enhance ambiance and branding. The buildings are typically referenced as EC and ECW respectively. o These buildings serve staff and the public. The goal is to create an inviting environment that reflects LACOE's values, mission, and educational impact. The contractor will consult on art, design, creation, transportation, production and installation throughout public waiting rooms, entrances, corridors, conference rooms, outdoor spaces, and amenity rooms.
