The County is seeking proposals from qualified firms to supply, permit, install, operate, and maintain a leachate treatment system on County-owned landfill property. The selected firm shall be responsible for all costs associated with the permitting, installation, and operation of the treatment system, including equipment, utilities, compliance monitoring, and regulatory reporting. The system will be located at: NW Solid Waste Landfill 14450 Landfill Road, Brooksville, FL 34614 Hernando County, Florida A. Supply and install or construct a leachate treatment system appropriately sized and configured to accommodate current and projected leachate flows and characteristics. 1. The proposed system must be compatible with current method of operations at NW Landfill. B. Provide a detailed project timeline from award to full operational status, including: 1. major milestones for permitting, 2. configuration, 3. installation, 4. testing, 5. startup. C. Bear all costs related to: 1. Class I Permit Modification, 2. equipment procurement, 3. system install or construction, 4. site preparation, 5. utilities 6. connection to the County's existing leachate infrastructure, 7. ownership of system. D. Operate and maintain the system in full compliance with applicable regulations. E. Treat landfill leachate to meet or exceed performance standards detailed below in section 7.4. Scope of Work: Performance Standards 1. Monthly testing of treated leachate is required 2. Monthly testing reports must be submitted to the County electronically F. Flow metering and submission of monthly data logs or reports is required. G. Provide an operational plan for handling of residuals H. Provide an operational emergency or contingency plan relating to equipment failure, power outages or inclement weather I. Bill the County based on gallons of leachate treated J. At contract end, remove or decommission the system and restore the site as well as the connection(s) to existing systems. A. A closure decommission plan is required K. Provide educational information to Landfill staff on system operation and impact to Landfill operations as applicable and needed.
