A certified check or bid bond in an amount of not less than five percent (5%) of the amount of the proposal will be required with each proposal. Proposals submitted without the certified check or bid bond will not be accepted. All bidders are required to sign a certificate of compliance that they will comply with all Federal and State non-discrimination laws and regulations. The City reserves the right to reject any or all proposals, to waive irregularities in proposals and to accept the proposal that, in the opinion of the City Council, is most advantageous to the City. No proposal shall be withdrawn after the opening of proposals for a period of thirty (30) days after the scheduled time of receiving bids.
