Renovation of a multi-residential development in Cloquet, Minnesota. Conceptual plans call for the renovation of a four-story above grade, 74-unit multi-residential development.
Aspen Arms is a common corridor four-story, 74-unit public housing project built in 1971 in Cloquet. The siding on the building is original and in need of replacement. The Housing and Redevelopment Authority is seeking a qualified architectural and engineering firm to provide plans and specifications, coordinate construction, and provide inspection services, including compliance with federal and state regulations such as prevailing wages, Build America Buy America, Section 3, and other regulations. The firm will work collaboratively with the Housing and Redevelopment Authority and a contracted processing agent on the project. Submittals should not exceed 15 pages and must include a letter of interest, profile of firms or key members, experience and capacity, references, ability and experience to provide for MBE/WBE/Section 3 participation, and a fee schedule. Submissions must qualify experience with similar projects, knowledge of HUD and housing authority regulations, references, and successful budgeting. Proposals are evaluated based on qualifications, capacity, relevant experience, cost control, compliance, and references. Only mailed paper copies will be accepted; fax or email submissions are not allowed. The Housing and Redevelopment Authority reserves the right to reject any or all qualifications and waive any informality in submittals received.
