The cape flattery school district is seeking a statement of qualification (soq) for consulting services related to significant mechanical, electrical, hvac, and indoor air quality improvements at clallam bay school. The district has determined to use the design, bid, and build procurement contracting per the rcw for this project. The scope of work includes comprehensive assessment, design, and bid/construction support services to upgrade and modernize the building systems to current codes, standards, and best practices. The district received two ospi grants to fund this project: rural school modernization grant ($5.5m) and indoor air quality (iaq) grant ($2.182m). Design is anticipated to begin at the start of February 2026 following selection. The substantial completion target is august 2027. The district initially began this project using wa state's des esco contracting process, and will have in its possession the esco's studies, reports, technical/performance specifications, and energy modeling reports. The intent is to consider these a comprehensive schematic design level package for program validation. The project name and submittal date must appear in the subject line of the email.
