Sealed bids are requested for the Lackawanna County Phillips Road Bridge Repair Project. Bids must be submitted to the Lackawanna County Controller at 123 Wyoming Avenue, 2nd Floor, Lackawanna County Government Center, Scranton, PA 18503. The project is a Public Works Project, subject to relevant state laws. Bidders must register in advance to obtain contract documents electronically. Attendance at a mandatory pre-bid meeting is required for eligibility. Each bid must include a certified/cashier's check or bid bond equivalent to 10% of the bid amount, a non-collusion affidavit, and a certificate of authority for out-of-state contractors. Bids must be delivered in a sealed envelope marked accordingly, addressed to the Lackawanna County Controller's Office. The County may reject any or all bids, or waive informalities, and accepted bidders must execute the prescribed Agreement if notified within sixty days of bid opening or before withdrawal of the bid. 1.
