Reference Number 0000430454 The Town of Middletown is seeking bids from qualified contractors to retrofit the Paradise Avenue Pump Station to withstand a 100-year storm and seawater flooding event. The bid will include a base bid to install an earthen berm and concrete masonry unit (CMU) wall around the pump station, along with other ancillary items noted on the Grading Plan in Appendix C, and several additive alternate items to further waterproof the structure. The additive alternate items will be selected based on the Town's desirability and available funding. All materials are allowed to use an equivalent or equal brand name. All work shall be in accordance with all Occupational Health and Safety Association (OSHA) most current rules and regulations. Town of Middletown construction season begins April 15 and runs thru October 31 , any construction outside of those dates will be considered as winter conditions. Contractor will be required to bear all necessary expenses. In addition to necessary expenses, the contractor will be responsible to bear all expenses due to loss of production than anticipated, this includes but is not limited to police details, construction management, inspections, additional meetings, etc. Important Notes: Successful bidder will be evaluated by both experience with the Town or similar municipalities and cost. All work and payments shall be completed in accordance with current Town of Middletown and RIDOT standards and materials. This is a prevailing wage rate project, after notice of award is issued, contractor shall submit within 5 days of notice, certificate of insurance, performance and payment bond to the Finance Director for review and approval. Liquidated damages are included and will be assessed at $400.00 per day for each day the contract is not substantially complete by November 30, 2026. Substantial completion shall be defined as the complete installation of the earthen berm and concrete masonry unit (CMU) wall , including restoring the landscaping, resurfacing the driveway, removing the soil erosion and sediment control devices, and other necessary tasks noted on the Grading Plan. If additive alternate items are selected, they too shall be completely installed by the substantial completion date. The project final complete shall be December 31, 2026. All work will be in accordance with all OSHA rules and regulations. All materials will be disposed of in accordance with all State regulations. Base Bid - Earthen Berm and CMU Wall The earthen berm and CMU wall shall be installed in accordance with the Grading Plan included in Appendix C. Additive Alternative Item No. 1 - Floodproof Doors There are three (3) single doors and one (1) double door to be floodproofed. o All existing door gaskets in the jambs shall be removed and disposed. The doors and door frames shall be cleaned and clear of all debris prior to installing the new sealants. New door gaskets shall be installed in all door jambs from the door threshold to 30- inches above the door threshold. The new door gaskets shall be water and weather resistant, surface mounted, hollow rubber edge seal . McMaster-Carr part number 1142A49, or approved equal, shall be acceptable new gaskets. Product dimensions are to be confirmed by the contractor prior to installation. New door gaskets shall be installed in all door thresholds over the full width of the door. The existing metal strip on the bottom exterior of the door shall remain and the new gasket shall be installed behind it. McMaster-Carr part number 1142A27, or approved equal, shall be an acceptable gasket. Product dimensions are to be confirmed by the contractor prior to installation. Paradise Avenue Pump Station Resilience Capital Improvement Project A 5% bid bond will be required to be submitted with all bids, certified bank checks will be accepted. The successful bidder will be required to furnish a performance and payment bond in the amount equal to the contract award if bid is greater than $25,000.
