Dallas County, Iowa is requesting proposals from qualified planning consultants or multidisciplinary consultant teams to prepare a comprehensive update to the Dallas County Comprehensive Plan. The plan should serve as the County's primary long-range policy document to guide growth and decision-making over the next 20 years. The selected consultant will collaborate with the Dallas County Planning & Development Department to create a new countywide Comprehensive Plan with a planning horizon to the year 2045, grounded in Iowa Smart Planning Principles and best practices in comprehensive planning, public engagement, data analysis, and implementation. The primary goals are to establish a shared long-term vision for Dallas County and develop realistic, implementable strategies that translate that vision into coordinated actions, policies, and investments. The plan must address at least the following ten core elements: Land Use; Agricultural, Natural, and Cultural Resources; Source Water and Wellhead Protection; Housing; Transportation; Conservation, Open Space, and Recreation; Economic Development; Community Facilities and Services; Intergovernmental Cooperation; and Implementation. The public engagement process must be robust and inclusive, involving outreach to cities and townships, online tools and surveys, stakeholder interviews, community workshops, and transparent communication. Proposals should include a clear project schedule with milestones, deliverables, and key decision points. Proposals will be evaluated based on consultant qualifications, understanding of project goals, quality of public engagement strategy, technical capabilities, project management, and reasonableness of proposed fee. All work products and data produced will become the property of Dallas County and must be provided in editable, industry-standard formats compatible with the County's software systems.
