The City of Columbia, Utilities Department is seeking a contractor to provide all materials and labor to the COLT Railroad Resiliency and Connectivity project. This project aims to strengthen the resiliency and capacity of the COLT Railroad, the only rail line servicing Columbia, Missouri, enabling it to handle heavier, more cost-efficient freight loads and maintain reliable connectivity to the national Class I railroad system through an interchange with the Norfolk Southern in Centralia, Missouri. The project consists of ten (10) projects along the COLT Railroad corridor between Centralia, Missouri and Columbia, Missouri, specifically between Mile Posts (MP) 126.28 and MP 142.2. The scope of work and construction shall include the removal and replacement of aging ninety (90) pound rail with industry standard one hundred fifteen (115) pound rail where needed, removal and replacement of defective crossties and switch ties, adding ballast and performing tamping, alignment, and regulation. The project also includes replacement of an existing No. 6, ninety (90) pound rail and switch with a new No. 8, one hundred fifteen (115) pound rail and turnout switch assembly, identified as Project No. 1, MP 126.28 to MP 126.32. Additionally, the project includes the rehabilitation of a three foot by four foot (3'x 4') stone box and concrete box culvert, approximately ninety-two feet (92') in length, identified as Project No. 3, MP 128.8 to MP 128.89. The project is in the existing right of way, no other authority is required. Quantities may vary greater than or less than .05% from estimate due to visual/manual inspection completed by the COLT Railroad staff prior to construction.
