This project includes sewer pipe and manhole rehabilitation work including, but not limited to: light or heavy cleaning and CCTV inspection of approximately 3,020 linear feet of sewer main and 9 lateral inspections; chemical root treatment of 980 liner feet of sewer main, cutting 5 intruding laterals, testing and sealing 210 mainline joints, grouting 8 laterals, installation of approximately 4,700 linear feet of cured-in-place pipe for pipe sizes 6-inches to 12-inches in diameter; 5 open cut spot repairs of for 8-inch diameter sewer pipes; 3 full length sewer pipe replacements; various manhole rehab including cementitious and epoxy coating of manholes, curtain grouting, rebuilding benches and inverts, raising manholes to grade, removing and replacing manhole frames and covers, and chemical root treatment of manholes. No statements made by the Owner or the Owner's consultants or representatives made during any pre-bid meeting or other contact shall be deemed to amend this Solicitation or the Contract Documents unless the statement has been incorporated into an Addendum and issued through online. Bidder is required to provide a bid bond, surety, or similar guaranty in an amount of not less than 10% of the bid price. All sureties shall be made payable to the "City of Portsmouth". If a bid bond is used it shall be: o In a form satisfactory to the Owner; o With a surety company licensed, authorized to do business in, and subject to the jurisdiction of the courts of the State of New Hampshire; and o Conditioned upon the faithful performance by the Bidder The Owner may, in its sole discretion, disqualify a bidder and reject the submitted bid or proposal for any of the following reasons: o Failure to meet the qualifications required for the work; o Failure to submit all required information requested in the solicitation; o Failure to attend any mandatory pre-proposal meeting; o Lack of competence or of adequate machinery, plant or other equipment, as revealed by any submitted information or otherwise; o Uncompleted work which, in the judgment of the Owner, might hinder or prevent the prompt completion of work if awarded; o Failure to promptly supply materials or items under prior contracts; o Failure to pay, or satisfactorily settle, all bills due for labor and materials on former contracts; o Default or unsatisfactory performance on previous contracts; o More than one bid or proposal for the same work from an individual, firm, or corporation under the same or different name; o Evidence of collusion among bidders; and o Such disqualification would be in the best interests of the Owner. o The Owner reserves the right to undertake any investigation it deems necessary to evaluate the qualifications of any vendor and any to verify any representations made by the vendor. A vendor may be requested to execute a release for information. Failure to provide a release upon request will result in disqualification o The Owner reserves the right to contract with the selected bidder for additional work. o The Owner reserves the right to use, without payment, any concepts, ideas, information or other product submitted as part of this solicitation. o The Owner of Portsmouth reserves the right to reject any or all bids, to waive technical or legal deficiencies of any bid, and to accept any bid that may be in the best interest of the Owner.
