Renovation of a municipal facility in Farmville, Virginia. Completed plans call for the renovation of a municipal facility.

Summary:This scope of work outlines the required tasks for the upgrade of a 4 Ton 15 SEER heat pump single phase, Goodman or equivalent, detail information found within the IFB attached. The project will include replacement, removal and disposal. A site visit is required, at DMV Customer Service Center, DMV Customer Service Center, 300 North Virginia Street, Farmville, VA 23901. COPE OF WORK/DESCRIPTION OF ITEM: The contractor shall provide all materials, labor, equipment, and supervision necessary to remove existing HVAC systems and provide, install and render operational new systems which meet or exceed the specifications listed herein. All materials and installation work shall comply with these specifications, and conform to the Virginia OSHA Standard, and the Virginia Uniform Statewide Building Codes. Work is to be completed MondayFriday and coordinated with the DMV Representative. An inspection of the job site is REQUIRED prior to bidding in this program. All bidders will have the opportunity to complete this site inspection at the mandatory pre-bid conference. II. GOODS (FURNISH AND INSTALL): The contractor shall provide all labor, supervision, equipment, tools, materials, permits, and incidentals necessary to furnish and install the upgrade to a 4 Ton 15 SEER Goodman or equivalent Single Phase Heat Pump Condenser with R410a or R-32 refrigerant. The project will include replacement, removal and disposal of current old condensing unit to include removal of old refrigerant. Save electrical circuits to be reused if possible, at DMV Customer Service Center, 300 North Virginia Street, Farmville, VA 23901. All equipment, materials and installation work shall comply with this specification, the Virginia OSHA Standards, and the Virginia Uniform Statewide Building Codes. 1.) Removal and disposal of old condensing unit to include removal of old refrigerant. Save electrical circuits to be reused if possible. Install new 4 Ton 15 SEER Goodman or equivalent Single Phase Heat Pump Condenser with R410a or R-32 refrigerant. Reconnect all electrical connections and install new control wires to have system operational at Manufacturer's Specifications. If electrical breakers/fuse or wire size need to be upgraded, contractor will provide all in bid. 2.) Removal and disposal of old line sets and air handler. Save electrical circuits and thermostat control wires to have equipment operating at manufacturer's specifications. Install new 4 Ton Goodman or equivalent equipment Air Handler and new 15 KW Heat Strip. If electrical breakers/fuses or wire size needs to be upgraded, contractor will provide all in bid. Install new liquid and suction lines with insulation. Install new condensate drain lines. Tie in existing ducts through sheet metal transitions with either interior duct insulation or duct wrap on installed transitions. 3.) Provide air filters to allow one filter change after installation is complete. 4.) Start Up of new equipment and DMV acceptance of the new equipment will entail providing DMV maintenance personnel a detailed written report of the operating pressures at start up, all owners/installation manuals and warranty paperwork. This is to be provided in electronic format also to the HVAC Project Manager's E-Mail. 5.) Vendor will provide a one-year labor warranty on equipment from date of installation. Parts warranty will be provided by manufacturer. 6.) All work to comply with applicable local, state and federal codes and regulations. 7.) Contractor is responsible for all permits, inspections and disposal of removed equipment, final cleaning of work areas and sealing of wall penetrations caused by running of line sets, electrical, condensate lines or control wires. Any line set exposures on outside wall of building will be covered by Slim Duct or equivalent covering. 9.) Work to be performed during normal business hours of 0800-1700 Monday through Friday. If the need to work outside of these hours occurs, the HVAC Project Manager will coordinate with the Contractor Lead to try to accommodate the request. Question about the specifications or other solicitation documents, the prospective Bidder should contact the Contracting Officer, Judi Whitt, Construction Procurement Manager, at judi.whitt@dmv.virginia.gov, in writing, no later than 12:00PM EDT, Januyary 12, 2026. The contract term shall begin upon contract execution for (30) thirty days which shall include completion of the scope of work and all deliverables to the satisfaction of the Virginia Department of Motor Vehicles.
