All plans and bid proposal documents can be accessed through Bid Express (Bid Number 26-03), and proposals must be submitted electronically via this platform. Bidders must register with Bid Express, and a digital ID is necessary for proposal submission. The project is funded by the Ohio Environmental Protection Agency and must adhere to applicable rules and regulations, including the prevailing wage requirements set by the Davis-Bacon Wage Determination. The City reserves the right to reject any and all bids or to waive any non-material defects in submissions.
