A Job Order Contract is an indefinite quantity contract where the Contractor performs a series of individual repair, alteration, modernization, maintenance, rehabilitation, demolition, and construction projects at different locations. Work is accomplished through issuance of a Job Order against a master contract. The Contractor is responsible for providing all management, documentation, labor, materials, and equipment needed for the Work. The State has established Construction Task Catalogs containing work items with pre-established Unit Prices. The Contractor must bid Adjustment Factors to apply to these Unit Prices. The price paid by the State for each Project will be determined by multiplying the Unit Prices by the appropriate quantities and Adjustment Factor(s). Sealed bids must be prepared and submitted as required and accompanied by a bid security of $25,000. Successful bidders must furnish a Performance Bond and a Labor and Material Bond for 100% of the Anticipated Annual Value of Work. Prospective bidders must register for a Pre-Bid Conference, which is intended to discuss the contract concept, program specifics, expectations, and bid preparation. Attendees should be principals or individuals compiling the bid on behalf of the firm. Registration and downloading of bid documents is available via Bid Express. All bidders must comply with State Finance Law requirements and are expected to cooperate with policies promoting participation by Minority and Women-owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB), including meeting set participation goals.
