The work involves conducting a comprehensive feasibility study for a proposed Aquatic Center. The study must include evaluation of community needs, potential facility features, site options, capital and operating costs, and long-term sustainability. The Project Manager is responsible for community engagement through surveys, focus groups, and public meetings; conducting a market analysis including demographics and trends; evaluating and recommending three potential sites; providing at least two conceptual facility layouts with amenities; estimating capital costs, operating expenses, revenue projections, and funding options; developing a phased implementation plan with timelines; and providing additional services such as total project cost estimation and full FF&E coordination. Deliverables include a written feasibility report, conceptual site plans and renderings, a financial pro forma and cost-benefit analysis, and a presentation to stakeholders and County Commissioners. Proposals must include a cover letter; company overview and insurance certificate; experience and description of similar projects; identification of project team members, their roles and contact information; resumes with relevant experience and certifications; a description of management systems for record keeping, reporting, and cost/schedule control; and a fee proposal outlining basis and structure of fees and rates by discipline.
