The work involves conducting a comprehensive feasibility study for a proposed Aquatic Center. The study must include evaluation of community needs, potential facility features, site options, capital and operating costs, and long-term sustainability. The Project Manager is responsible for community engagement through surveys, focus groups, and public meetings; conducting a market analysis including demographics and trends; evaluating and recommending three potential sites; providing at least two conceptual facility layouts with amenities; estimating capital costs, operating expenses, revenue projections, and funding options; developing a phased implementation plan with timelines; and providing additional services such as total project cost estimation and full FF&E coordination. Deliverables include a written feasibility report, conceptual site plans and renderings, a financial pro forma and cost-benefit analysis, and a presentation to stakeholders and County Commissioners. Proposals must include a cover letter; company overview and insurance certificate; experience and description of similar projects; identification of project team members, their roles and contact information; resumes with relevant experience and certifications; a description of management systems for record keeping, reporting, and cost/schedule control; and a fee proposal outlining basis and structure of fees and rates by discipline. Submissions must be provided in both digital and physical copies to the address specified, and all correspondence should be conducted by email.
