Reference Number 0000408358 Bid Intent Not Available The Town of West Springfield, through its Department of Public Work - Water Division, is seeking sealed bids from qualified contractors for the replacement of a water main on Pierce Street in West Springfield, MA. Work includes the installation of approximately 1,200 linear feet of new 8-inch ductile-iron water main to replace the existing 1,000 linear feet of existing 4-inch cast iron water main. This work also includes hydrants, valves, water service connections, pavement and all necessary and incidental appurtenances required to complete the work. All bids for this project are subject to the provisions of M.G.L. Chapter 30, 39M. Minimum Wage Rates as determined by the Commissioner of the Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27H, as amended, apply to this project. Buyer Preferences, Guidelines & Requirements General Requirements - Bid Deposit Required - Certified Payroll - Insurance Required - Prevailing Wage Required Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Each bid must be accompanied by a Bid Bond from a licensed surety company, or a Certified check, or a Treasurer's or Cashier's check in the amount of five (5%) percent of the base bid payable to the Town of West Springfield. A Payment bond and a performance bond in the amount of 100% of the Contract Price will be required of the Successful Bidder. The successful bidder will also be required to furnish workmen's compensation insurance and public liability insurance Complete substantial completion of the water infrastructure work within 65 calendar days and Final Paving within 170 calendar days upon contract execution. A $1,500/day penalty charge will be assessed if the contractor does not meet the specified final completion date. Bids will remain firm for sixty (60) days following the opening of proposals. The Work shall consist of furnishing all labor, equipment, materials, tools, apparatus and all other incidental work required to complete the replacement of the existing water main and transferring existing services from the abandoned main as specified and shown on the Drawings. The Work shall include, but not necessarily be limited to the following: 1. Furnishing, installing, relocating, and removing all piping, fittings, valves, hydrants, thrust blocks, restrained joints, couplings, appurtenances and service connections as shown on the plans and as directed by the Engineer required for the installation of the new water main. 2. Performing all required testing and disinfection of the new water mains. 3. Performing backfill compaction testing a minimum of every 200' for the entire project. 4. Providing, setting up, and removing all signage, cones, barricades, barrels, and other traffic control devices on a daily basis. 5. Adjusting/repairing and/or replacing utility appurtenances (manholes, catch basins and water valves, frames, grates and covers, gate boxes, etc.) and other related work, as specified or directed by the Engineer. 6. Removing and legally disposing of all trench and pipe materials encountered and removed to facilitate construction. 7. Furnishing all materials and performing all excavations, backfilling of excavated areas, and restoration of surface pavement. 8. Furnishing all labor, materials, and necessary equipment to loam and seed disturbed areas as shown on the drawings including all costs associated with the excavation and disposal of unsuitable material in areas to receive loam and seed. 9. Installing bituminous concrete trench pavement as specified or as directed by the Engineer. 10. Restoring sidewalks, driveways, granite curbs and berms, and landscaped areas as shown or as directed by the Engineer. 11. Furnishing, installing and maintaining all traffic control and safety measures during the construction period, including signs, barricades, detours, maintenance of safe vehicular and pedestrian access to abutting properties, businesses and commercial establishments and assuring an uninterrupted supply of utility services to all public amenities, businesses and abutters within the project area, at all times. 12. Maintaining and repairing all work for a period of one (1) year following the issuance of the Certificate of Substantial Completion. 13. The Work shall also conform to such additional Drawings and addenda to these Specifications and Drawings as may be published or exhibited prior to the opening of bid proposals and to such Drawings in explanation of details, or as may be furnished by the Engineer from time to time during the construction. 14. Work, materials, equipment, and storage areas, which are necessary for construction, but which are not specifically referred to in the Specifications or shown on the Drawings, but implied by the contract, shall be furnished by the Contractor at his own cost and expense, and shall be such as will correspond with the general character of the Work, as may be determined by the Engineer, whose decisions as to the necessity for and character of such work and materials shall be final and conclusive. It is the intent of these Specifications to produce a complete, finished job, whether shown in every detail or not. 15. Furnishing all materials, labor, and equipment for the relocation, protection, or temporary disturbance of existing utilities (i.e. water, gas, drain) to permit water main improvement activities. 16. Furnishing, installation, operation and maintenance of construction dewatering system and appurtenances in accordance with various regulatory approvals, as required. 17. Restoring municipal and private property including turf, landscaping, docks, outbuildings, hardscapes, utilities, fencing, and trees. 18. Repairing and/or replacing any traffic signal loops in accordance with MassDOT requirements. 19. Coordinating all construction activities with the appropriate local and State Authorities, and utility companies. 20. Attending the Pre-construction conference and the required job progress meetings. 21. Submitting a construction schedule, list of subcontractors, and proposed sources locations for off-site materials. 22. Submitting all required shop drawings, in a timely manner, to the Engineer, for review. 23. Submitting a Traffic Management Plan to the West Springfield Police Department for approval prior to construction. 24. Mobilization/Demobilization to/from the site. 25. On-site and laboratory testing, as specified. 26. Installing and maintaining erosion controls; consisting of silt sacks and silt bags and providing dust control as required. 27. Coordinating all construction activities with the Engineer, Owner, Regulatory Agencies, Local Utilities, and Police. 28. Obtaining necessary permits and licenses, maintaining all items required by applicable permits, and payment of fees. 29. Traffic control planning, devices, and coordination of police details. 30. Providing a set of clearly labeled red line as-built drawings and construction photographs at the completion of the project. The contract shall be awarded by the Chief Procurement Officer, which reserves the right to waive any informalities, to accept or reject, in part or in whole, any and all proposals or to take whatever action may be deemed to be in the best interest of the Town of West Springfield.
