Site work and paving for a road / highway in Oakland, California. Completed plans call for site work for a road / highway.

The Alameda County Transportation Commission invites proposals to provide professional services to complete the Project Approval and Environmental Document (PA&ED) Phase for the San Pablo Avenue Bus Lanes and Bike Lanes Project. The contract covers an initial period of 31 months with the possibility of extension for additional years up to a maximum of four years. The contract will be funded with Measure B, Measure BB funds, Vehicle Registration Fee (VRF) Revenue, or a combination of other local funds. The Local Business Contract Equity (LBCE) Program applies, with goals of 70% participation for Local Business Enterprise (LBE) firms and 30% for Small Local Business Enterprise (SLBE) firms. The contract is not subject to Disadvantaged Business Enterprise Program requirements. Proposals must be submitted according to the requirements and instructions in the Request for Proposals (RFP). Registration and proposal submission must be done via the Procurement Portal. Deadline for proposers to submit questions. All questions must be submitted via the Procurement Portal. January 23, 2026 BEFORE 3:00 p.m. Project Management This task involves coordinating people and resources to manage efforts in this scope, updates to the project schedule, and maintaining a meeting tracker to document project meetings held and Consultant team participation. This will include bi-weekly consultant/agency check-in meetings, Quality Management Plan (QMP) preparation and implementation, and project administration. The QMP will be reviewed and approved by Caltrans staff and implemented across all deliverables throughout the PA&ED phase of the project. Consultant will prepare and submit monthly progress reports and invoices in conformance with Alameda CTC Sample Professional Services Contract and Alameda CTC Consultant Payment Request Forms. Consultant will update the risk register prepared in the Project Initiation Document (PID) phase following the guidelines in the Caltrans Project Risk Management Handbook and utilizing the Risk Register template and regularly update the risk register. Deliverables: o Project Schedule Updates (completed quarterly or less frequently as warranted) o Bi-weekly check-in meeting agendas and notes o Monthly Invoices o Quality Management Plan
