A timeline for the award has not yet been established.* Reference Number 0000407688 Questions are submitted online No The Southeast Colorado Regional Housing Authority (SECRHA) is soliciting qualifications and proposals from qualified and licensed General Contractors to provide construction services for the development of up to 7 new single-family homes in Southeast Colorado over the next two years. This project is part of SECRHA's mission to expand access to safe, affordable housing within the region. The selected contractor will work collaboratively with SECRHA and its design team to deliver high-quality, cost-effective homes that meet all applicable construction, accessibility, and energy standards. Technical questions can be directed to Michael Yerman at (719)221-5380 or Michael@myruralplanner.com The selected General contractor will be responsible for construction oversight of up to 7 homes over the next 2 years. The selected General Contractor will provide comprehensive construction management and general contracting services, including but not limited to: 1. Coordination with SECRHA, architects, and engineers during preconstruction and final design. 2. Preparation of detailed cost estimates and construction schedules. 3. Permitting and coordination with local building departments and utility providers. 4. Management and supervision of all construction activities and subcontractors. 5. Quality control, safety compliance, and project documentation. 6. Compliance with all applicable HUD, state, and local requirements (if applicable). 7. Project closeout, warranty documentation, and post-construction coordination. The selected general contractor will have a built-in 10% contractor profit paid upon the final completion of each home. General contractors will be responsible for carrying builders risk insurance throughout the contract. This home build program is planned to last over the next 5-10 years. The selected general contractor may be eligible for future years based on performance. The six-county region of Baca, Bent, Crowley, Kiowa, Otero, and Prowers Counties are being divided into regions for General Contracts. One contractor to build for the West Counties of Bent, Crowley, and Otero Counties and one contractor for the East Counties of Kiowa, Prowers, and Baca Counties is being pursued by this RFQ. All applicants must demonstrate previous General Contractor experience in the region. The SECRHA has engaged a certified architectural and structural engineer to design home designs for new housing across the region. The SECRHA will work with potential buyers to select site locations and designs to be built. The SECRHA will carry construction financing throughout the construction process and administer pay draws with the selected general contractor. All homes to be built will be presold and the total number built in each year will be based on sales. SECRHA has secured discount pricing on many building materials including panel wall and floor systems, engineered trusses, cabinets, flooring, appliances, plumbing and electric finishes and more as detailed in the attached plan sets. SECRHA has secured a panel framing package from the WE BUILD Vocational Trade program. This panel system includes all walls, floor joists, trusses, and roof framing. Cabinets are also being supplied through the vocational trade program. The cost of the materials and delivery are included on the bid sheet for each home design. Interested General Contractors are encouraged to complete the application and are required to submit completed bid sheets for both a 2 bed and 3 bed unit. Full construction plan sets and a fillable bid sheet are available to ensure a level playing field across the region.
