The Town of Estes Park is seeking proposals from qualified consultants or firms to develop a Childcare Facility Master Plan that identifies strategies, opportunities, and actionable steps to expand and sustain local childcare capacity. The plan should assess the current state of childcare needs, facilities, and land use; engage community stakeholders, childcare providers, and local/regional partners; align with state and regional best practices; identify priority projects and funding mechanisms; and support the Town’s long-term goal to strengthen childcare access, quality, and affordability. Consultants will conduct work to pursue the adoption of at least one HB24-1237 and/or DOLA approved best practice, review existing facilities and relevant infrastructure, collaborate with stakeholders, recommend strategies for a sustainable facility infrastructure, and provide a roadmap for ownership, leasing, or management of facilities. The plan should be actionable and support long-term development of childcare capacity. Proposals must be submitted electronically in PDF format. Required elements include a cover letter, project understanding and approach, project team and qualifications, work plan and timeline, budget and cost proposal, and references. Proposals must follow the outlined schedule and submission requirements. All submitted materials become property of the Town and are subject to the Colorado Open Records Act. The Town reserves the right to reject any or all submissions and to accept any portion if deemed in the community’s best interest.
