The Scope of Services includes engineering, planning and technical support in order to prepare a Federal NEPA document and Interstate Access Justification Report (IAJR) for the proposed project and assimilating the various component technical memoranda. The selected team will be tasked with conducting a merger screening to determine if the project will follow the NEPA/404 Merger Process. The document will evaluate the potential impacts to the human and natural environments of the proposed project. All prequalified firms who submit responsive letters of interest will be considered. Firms submitting LOIs are encouraged to carefully check them for conformance to the requirements stated above (and any other requirements in this Advertisement). If LOIs are submitted late, are sent by any means other than NCDOTs LOI Submittal Management System (LOISS), or are UPLOADED to any Advertisement/Opportunity-Specific 'LOI Submittal' LINK other than that given in this Advertisement they will be disqualified. The Department reserves the right to reject all LOIs and not proceed with procurement.
