The work involves the provision of an Inclusive Recreation Needs Assessment (IRNA). Key deliverables include a detailed project plan and engagement strategy, a comprehensive engagement and accessibility plan, and an environmental scan report with a current state analysis and alignment and asset analysis. The assessment includes a detailed inventory of recreation service providers and facilities, accessibility assessments, and evaluation of both physical and digital accessibility. A framework to integrate guiding documents relevant to inclusive recreation, an advocacy plan, and an implementation roadmap are also required. The project must include co-design activities with residents with disabilities and consider seasonal and rural access needs. The successful proponent will be responsible for developing, designing, and presenting all deliverables, maintaining communication with municipal staff, facilitating workshops and engagement activities, and providing public-facing summaries and accessible documentation. Deliverables must comply with relevant accessibility standards and be provided in accessible formats. The successful proponent will be responsible for graphic design, subject to municipal branding approval. Partnerships with community stakeholders must be identified and incorporated. Proponents are required to submit their proposals online through the designated Bidding System, including a comprehensive fee/pricing breakdown, Gantt chart project schedule, team profiles, evidence of corporate suitability and expertise, detailed methodology, and responses to a Social Procurement Questionnaire. Proponents must be registered as a Plan Taker in the Bidding System to be eligible. All correspondence during the procurement process must occur through the Bidding System. Proposals must be submitted in English and should not reference external documents unless attached. Pricing must be in Canadian funds and include all costs except GST. All information in proposals must be accurate and complete, and the Municipality reserves the right to verify information, check references, and accept or reject proposals as deemed in its best interest.
