The City of Saint Charles is seeking bids for a License Plate Reader (LPR) Camera System to provide coverage for the Discovery Bridge, including three lanes in each direction and an entrance and exit ramp. The selected bidder shall provide a complete fixed LPR camera system capable of capturing and reading license plates across all specified lanes and ramps, with reliable plate capture under all lighting and weather conditions. The bid must include all equipment, installation, software, network connectivity hardware (if applicable), and mounting systems. Vendors must provide a comparison between fixed power, utility-connected systems and solar-powered systems, including differences in equipment, reliability, maintenance, environmental suitability, cost over 1, 3, and 5 years, and installation requirements. Bidders must provide pricing for 1-year, 3-year, and 5-year service plans including all associated costs (hardware, software, fees, warranty, installation, network). Both outright purchase and leasing options (with maintenance/support) are required. The bidder must have a memorandum of understanding on file with the Missouri State Highway Patrol Central Vendor File. Bids must be submitted in duplicate, using the provided form, and include all bid documents with the signature of an authorized representative and complete mailing address.
