Site work and paving for a mixed-use development in Reading, Massachusetts. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The proposed project includes clearing of a vacant site, construction six (6) new post-tension concrete pickleball courts, paved walkways, installation of new subsurfaced drainage infrastructure, electrical infrastructure, accessibility improvements, associated landscaping improvements and buffer zone restoration. The project is located behind Burbank Ice Arena and adjacent to the future Center for Active Living, Range Road (off of Symonds Way), Reading MA. Bid Security in the form of a bid bond, cash, certified check, treasurer's or cashier's check payable to the Owner, is required in the amount of five percent of the bid. Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this Contract. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M. The Town of Reading reserves the right to reject any and all bids, or to award or not to award the contract for any reason the Town Manager determines to be in the Town's and/or the public's best interest. A. Work Included: Provide labor, materials, and equipment necessary to complete the work of this Section, including, but not limited to, the following: 1. Complete main power distribution system including main panel, control box, polebases, over current protective devices, all provisions for metering including utility metering, surge protection, and secondary conduit from utility transformer to main service disconnect. 2. All branch power circuits to all lighting fixtures, power outlets, and as required for all special systems components. 3. Complete grounding system as required by Article 250 of the National Electrical Code. 4. Complete raceway system with conduits, conduit fittings, outlet boxes, wire ways, and all incidental items as required for a complete installation. 5. All wiring devices including light switches, duplex receptacles and special power outlets. Provide cover plates for all wiring devices. 6. Vendor services, testing and training. 7. All devices and products under this section are to meet the voltage requirements available on site. It the Electrical Contractor's responsibility to ensure this. B. Related Work: The following items are not included in this Section and will be performed under the designated Sections: 1. SECTION GENERAL CONDITIONS OF THE CONTRACT. a. Cutting, patching and drilling, except installation of pipe supports and fastenings. 2. EARTHWORK. a. All excavation and backfill. 3. CAST-IN-PLACE CONCRETE. a. All concrete work. C. Extent: The work required under this Section, without limiting the generality thereof, includes the furnishing of all labor and materials required to supply and distribute proper power, including all conduit and controls, to all electrical fixtures, accessories, devices, motors, motor controllers, etc., and the special systems called for under all Sections of the Specifications, and all other materials, equipment, and labor necessary, whether or not such items are specifically indicated on the Drawings or in the Specifications to complete the electrical work, in all respects ready for continuous and trouble free operation. D. Intent: It is the intent of the Contract Documents to include all work and materials necessary for erecting complete, ready for continuous use, all electrical and special systems shown on the accompanying Drawings, or as hereinafter described. These Drawings shall be taken in a sense as diagrammatic; branch circuit runs, electrical equipment, etc. and methods of running them are shown, but it is not intended to show every fitting, wire, or device, nor every structural difficulty that will be encountered during the installation of the work. A. Work Included: Perform all work required to complete the work of the Section, as indicated. Such work includes, but is not limited to, the following: 1. Contractor shall review the Site Preparation Plans for erosion control measures and associated Order of Condition requirements. Information on these plans and within the Town of Reading Conservation Commission of Conditions shall override other information found on other plans and specifications. 2. Contractor shall review the Site Preparation Plan for erosion control. 3. Protection of existing utilities. 4. Protection of existing vegetation and trees to remain. 5. Stripping and stockpiling of existing materials for reuse on-site. 6. Installation and maintenance of temporary construction fencing and erosion control. 7. Installation and maintenance of temporary construction fencing. A. Work Included: Provide labor, materials and equipment necessary to complete the work of this Section, including but not limited to the following: 1. Stripping of all existing topsoil within the proposed locations of playground, courts, walkways, and other site improvements. 2. Excavating for the courts, lighting, and site improvements. 3. Filling, grading and subgrade preparation. 4. On-site management of all excavated materials. 5. Furnishing, placement and compaction of all fill materials specified herein or shown on the Drawings. 6. Protecting stockpiles of excavated fill material and natural soils intended for onsite reuse against increases in moisture content, and freezing temperatures. 7. Frost protection. 8. Rock excavation as may be required to attain the specified grades. 9. Off-site disposal of all unsuitable and excess excavated materials, including any chemical analysis that may be required for off-site disposal. 10. Pumping and other dewatering procedures necessary to maintain excavated areas free of water from any source whatsoever and to avoid disturbance of the subgrade. 11. Storm water control. 12. Rough grading. 13. Dust control. B. Special Conditions for Site Preparation and Earthwork Operation: The Contractor shall adhere to normal haul times allowed by the local authorities having jurisdiction. A. It is hereby understood that the Contractor has carefully examined the site and all conditions affecting work under this Section. No claim for additional costs will be allowed because of lack of full knowledge of existing conditions as indicated in the Contract Documents, or obvious from observation at the Site. B. Plans, surveys, measurements, and dimensions under which the work is to be performed are believed to be correct, but the Contractor shall have examined them for himself during the bidding period, as no allowance will be made for any errors or inaccuracies that may be found except as otherwise provided herein. A. This Section specifies equipment and materials for an erosion and sediment control program for minimizing erosion and siltation during the construction phase of the project. The erosion and sediment control provisions, including but not limited to wire backed silt fence, straw wattle, silt sacks, and other items detailed on the Drawings and specified herein are the minimum requirements for an erosion control program. The Contractor shall provide additional erosion and sediment control materials and methods as required to affect the erosion and siltation control principles specified herein. B. Contractor shall be responsible for applying for a NPDES Permit with the EPA. The Contractor will also need to prepare the SWPPP and shall coordinate the submission with the Landscape Architect/Civil Engineer. A. Work Included: Perform all work required to complete the work of the Section, as indicated. Such work includes, but is not limited to, the following: 1. Construction of dense graded crushed stone base course for all new paved areas (if necessary). 2. Rough grading and compaction of base material. 3. New bituminous concrete paved areas as shown on the plans. A. Work Included: Perform all work required to complete the work of the Section, as indicated. Such work includes, but is not limited to, the following: 1. 4'and 8' Chain Link Fence and Gates (Fusion Bonded Fabric and Powder Coated Framework and Fittings) 2. Fence Guard 3. Acoustical Screen A. Refer to the Drawings for extend and details of this work. B. The work of this Section consists of all landscaping and related work as shown on the Drawings or required herein and includes, but is not limited to the following: 1. Bioretention/rain garden soil substrate 2. Planting of trees, shrubs and perennials 3. Maintenance and guarantee 1. Coordinate all work in this Section with related trades. 2. Furnish all materials, equipment, supplies, transportation and labor, and perform all operations necessary in the installation of all electrical work, complete and in operating condition. 3. Examine the drawings and specifications and determine work to be performed by the electrical and other trades. Provide the type and quantity of electrical materials and equipment necessary to complete this work and place all systems in proper operation, tested and ready for use. 4. Work Included: In general, the electrical work shall consist of, but not be limited to, the following: a. Incidental items not indicated on the drawings nor mentioned in the specifications that belong to the work described or are required to provide a complete system as though called out here in every detail. b. Acquire all permits and pay all fees as may be necessary to perform the specified work. 5. The requirements of authorities shall be the minimum acceptable requirements for the work and nothing described in these specifications or indicated on the drawings shall be construed to permit work not conforming to the most stringent of the applicable codes and regulations. 6. When drawings or specifications call for materials or construction of better quality or larger size than required by codes, laws, rules and regulations, the drawings and specifications shall take precedence. 7. Should any changes to the work indicated on the drawings or described in the specifications be necessary in order to comply with the above requirements, notify the Architect immediately and cease work on all parts of the Contract which are affected until approval for any required modifications to the construction has been obtained from the Architect. Every request for such interpretation shall be in writing (typed, not handwritten) addressed to purchasing@readingma.gov. It is the bidder's responsibility to confirm that any request has been received. To be given consideration a request must be received by 4:00PM on January 16, 2026.
