Question Submission Deadline: January 23, 2026, 4:00pm Questions - Questions pertaining to this selection process or contract issues should be submitted via the Procurement Portal. The City of Phoenix is seeking a qualified consultant team to provide engineering services for Union Hills Water Treatment Plant - Finished Water Improvements project. This project will involve the construction of a new 20 million gallon (MG) Reservoir at the Union Hills Water Treatment Plant, rehabilitation of the existing 40 MG reservoir, and improvements associated with bringing the new reservoir into service. Services may include study, design, and possible construction administration and inspection services. The City of Phoenix has identified the need to improve the long-term operational and drought resiliency of finished water operations at the Union Hills Water Treatment Plant. The existing 40 million gallon (MG) finished water reservoir requires rehabilitation but cannot be taken out of service without significantly affecting plant operations. A new 20 MG on-site concrete reservoir will be designed and constructed to provide redundancy for the plant's finished water storage, allowing the existing reservoir to remain offline longer for rehabilitation and future maintenance. The improvements will also facilitate greater operational flexibility in the event of significant reductions in available Colorado River water resources. The project includes, but is not limited to, the new 20 MG reservoir, rehabilitation of the existing 40 MG reservoir, reconstruction and improvements to the existing raw water impoundment, site improvements such as grading, drainage, utility design, and improvements to access and circulation needed to support the connection and operation of the new facilities. Note that the rehabilitation design for the existing 40 MG reservoir is on-going under a separate contract, but construction administration and inspection services for it will be under this contract. Professional Services The selected Consultant will assist the City in designing the proposed 20 MG reservoir, associated infrastructure to tie the new reservoir into existing facilities, and the necessary utility and site upgrades required to connect and operate the new reservoir. The Consultant's services may also include recommendations and designs for rehabilitative improvements to the existing 40 MG reservoir. The design services may include, but are not limited to, the following: Basis of design reports Applicable modeling of the new reservoir and its impacts on existing infrastructure Preparation of plans, specifications, cost estimates and special provisions according to directions and standards of the City. Preparation of the required contract documents to construct the new 20 MG concrete reservoir and associated infrastructure and equipment Data collection and field survey, including geotechnical evaluations for construction requirements Coordination with the City's selected Construction Manager at Risk (CMAR), including but not limited to, coordination meetings and review of, Guaranteed Maximum Price (GMP) estimates, contractor assumptions and exclusions, contractor schedules, and value engineering (VE) recommendations Assistance with developing maintenance of plant operations (MOPO) plans necessary to shut down existing facilities for tie-in Agency coordination and permitting The selected Consultant's scope may be amended to include construction administration and inspection services, which are anticipated to include, but are not limited to: General construction administration and oversight Construction inspection and materials testing services Startup and commissioning services Preparation of record documentation and maintenance procedures Agency coordination and permitting Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager. The Consultant will be required to maintain all project records in electronic format. The City provides an ASP web-based project management database which the Consultant will be required to utilize in the fulfillment of the contract requirements. The Consultant shall provide a computerized networked office platform with broadband internet connectivity. UNIFIER training will be provided through the City of Phoenix to firms under contract.
