Statements of Qualifications are requested from engineering firms with experience assisting local governments with preliminary reports, final design, construction administration, and inspection for federally funded projects. Responding firms should be qualified to provide initial consultation and evaluation, preliminary engineering reports (PER), design, construction administration, inspection, and closeout for federally funded projects. The intent is to contract a reputable engineering firm for preliminary reports, design, construction administration, inspection, and closeout services for federally assisted community and economic development projects. This procurement includes projects funded by agencies such as the Appalachian Regional Commission, Community Development Block Grants, US Department of Commerce Economic Development Administration, Georgia Environmental Finance Authority, and USDA, as well as any other federally funded project in compliance with applicable federal regulations. The scope may lead to additional project contracts and/or contract addendums for PERs, design, and construction administration services for state and federally funded projects. Future anticipated programs include expansion and improvements to the existing sanitary sewer collection, pumping, and treatment systems, as well as potential water distribution and pumping facilities. Submitting firms will be considered on a project-by-project basis should federally funded opportunities arise during the next 36 months, and the selected firm may be asked to update their SOQ during this period. Evaluation criteria include: firm history and mission statement, familiarity with the community, key personnel qualifications and license proof, proposed approach, ability, scope and levels of service, experience with federally funded projects including cost control and references, current workload and ability to provide services, past and current litigation history, errors and omissions insurance, and virtual interviews with top-ranked firms. All requested information must be provided in the SOQ form for consideration. The Authority reserves the right to accept or reject any and all SOQs and to waive informalities in the procurement process.
