The project involves the Plank Road Structure Replacement Project for Lackawanna County. Bidders must be PennDOT Prequalified as specified in section 102.01 of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified in section 108.01, Publication 408. A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is required for bidding. The Bidder must ensure that employees and applicants for employment are not discriminated against based on race, color, religion, sex, sexual orientation, gender identity, or national origin. Pennsylvania Prevailing Minimum Wage Rates apply for the entire duration of this project, and this is a Public Works Project subject to the Pennsylvania Human Relations Act and the Pennsylvania Prevailing Wage Act. Bids must be submitted on the forms provided by the County in a sealed envelope, including the Bid, Bid Bond (10% of the bid amount), and other required forms, and plainly marked with "Bid for Lackawanna County Plank Road Structure Replacement Project."
