Eligible rehabilitation activities include health and safety components, correction of code violations, access and egress improvements, environmental remediation, and other reasonable improvements necessary to convert vacant units into habitable and marketable rental units. Ineligible activities include landscaping, pool installation or repairs, luxury improvements, additions or new construction, decks, new outbuildings, electronics, regular property maintenance, operating costs, property insurances, taxes, and debt payments. Approximately $675,000 is designated to rehabilitate a minimum of 9 vacant rental units, with award amounts at $50,000 or $75,000 per unit based on income and rent restrictions. The program requires the consultant to develop policies and procedures, create an application and ranking system for project prioritization, conduct final inspections including lead clearance, coordinate Certificate of Occupancy inspections, develop a dispute resolution plan, and ensure proper documentation for reimbursement requests. Photographs of completed work are required for partial payment requests. Final payment requests must document that the unit is fully complete and ready for occupancy. The proposal should include a project schedule and demonstrate the firm's capacity to deliver services during the program period.
