Renovation of a municipal facility in Rockville, Indiana. Conceptual plans call for the renovation of a municipal facility.
The selected proposer will provide all development services, design services, site work, labor, and material to develop and construct the project. The final scope will be determined through a scoping period with the selected preferred proposer, during which site analysis, design, and construction analysis will be completed to develop a final scope and budget with a not-to-exceed availability payment and all necessary deliverables. The proposer may be asked to investigate potential building and office improvements for the relocation of county offices and related upgrades and facility improvements. Costs and fees will be included in the guaranteed maximum availability payment. If the project does not proceed to financial close, a negotiated flat fixed stipend will be paid to the preferred proposer. Upon satisfactory scoping period deliverables, the project will proceed with the selected offeror to complete design, construction, and development, but if deliverables are unsatisfactory or the project is deemed unnecessary, the RDC reserves the right to start a new scoping period or cancel the process. All scoping period deliverables will be owned by the RDC. The criteria for evaluation include proposer experience, financial stability, necessary attributes (licensure, bonding, insurance), proposed fees as a percentage of total program costs, demonstrated ability and capacity, recommended approach and schedule, and initial proposed flat fixed stipend for the scoping period. Proposals must include team description, evidence of financial stability, proposed maximum fees, financing solution, initial proposed flat fixed stipend, detailed attributes, description of similar projects, proposed schedule, and detailed approach. The selected proposer will provide 100% performance and payment bonds. Proposing firms may schedule an in-person inspection of the building. Proposers may not contact public officials outside the RFPQ committee representative. Multiple negotiations may occur prior to entering a scoping agreement, and best and final offers may be requested. No certified check or financial responsibility evidence is required at proposal. The RDC reserves the right to reject any or all proposals or enter into discussions for clarification or revision. Confidential materials must be marked and segregated.
