CONTRACTOR shall complete all work as specified or indicated, generally described as providing utility locating services, including furnishing all labor, materials, equipment, tools, and services necessary for utility location. The work covers Regular Hours/Normal Notice Locates, Regular Hours/Emergency Locates, After Hours/Emergency Locates, Extended Locates, Projects, and Extraordinary Projects in the geographic areas listed in the contract. Services also require the use of the AGT, Inc. IrthNet On-Line Notice Processing Service, and performance in accordance with American Public Works Association standards. All locating requests must be responded to within the timeframes specified by applicable state law, and underground facilities are to be marked as specified. CONTRACTOR must ensure that all employees are trained, tested, and certified for the type of work performed, with training meeting or exceeding NULCA standards. CONTRACTOR is responsible for complying with all applicable safety rules, laws, and regulations, and must provide appropriate hardware, software, and communications for accessing the required locating platforms and GIS data. Bids must be submitted in a sealed envelope and on the required BID FORM, fully completed and executed. The OWNER reserves the right to reject any or all bids, waive informalities or minor defects, and select any one area, all areas, or combination of areas to be serviced. Within 21 calendar days of notification of intent to award, the CONTRACTOR must execute the Agreement and furnish certificates of insurance. The OWNER may revoke the Agreement if CONTRACTOR fails to perform or comply with any term or condition. The OWNER will evaluate bids for responsiveness and responsibility, considering ability, experience, and compliance with laws and ordinances.
