The work consists of installing 33 sanitary lateral and lead service replacements. The Contractor is responsible for all required construction staking, which is considered incidental to the contract. The Contractor must notify the Owner when starting each portion of work, and project inspection will be provided by the Owner or their designee. The Owner and Engineer have full authority and discretionary power to issue verbal or written instructions to the Contractor throughout the progress of the work, and to accept or reject any work or materials not in accordance with the intent of the plans and specifications. All work, including replacement and restoration, must be completed by October 30, 2026, with substantial completion defined as all work, including restoration, being ready for final walkthrough to identify punchlist items, and achieved within 75 calendar days from the start of work, excluding resident coordination work. The Contractor is responsible for verifying utility locations and coordination, and must contact all relevant utilities at least three full business days prior to starting construction. The Contractor is also responsible for utility protection and coordination with other contractors or utility owners on site. Bid security is required and proof of responsibility per Wisconsin Statute 66.0901 must be shown. Bids will only be accepted from prequalified Bidders. All bid documents must be obtained from the designated source and original copies used for submission. Subcontractors and Contractors must be on the list of approved contractors as specified. Failure to submit required qualification information within the indicated times may disqualify a Bidder from contract award. The Contractor shall provide, install, and maintain a traffic control plan and is responsible for all roadway maintenance in the work areas. All safety devices must conform to the Manual on Uniform Traffic Control Devices. Access for local and emergency traffic must be maintained, and at least one lane of traffic must remain open at all times. The Contractor must also furnish a Warranty Bond covering the work for three years from final acceptance, guaranteeing correction of any defects or failures during the warranty period at no additional cost to the Owner. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents.
