Site work and paving for a mixed-use development in Mount Pleasant, South Carolina. Completed plans call for site work for a road / highway; sidewalk / parking lot; for paving for a road / highway; sidewalk / parking lot; and water / sewer project.

The Town of Mount Pleasant (Town) will receive Bids from SCDOT Prequalified Prime Contractors to construct Billy Swails Boulevard-Section 4B. This project is funded in part with Federal funds through grant award LPA-02-17 - Billy Swails Blvd Phase 4B - Six Mile to Hamlin from the South Carolina Department of Transportation (SCDOT) and the Federal Highway Administration (FHWA). The work will consist of the construction of roadway on new alignment from Six Mile Road (S-10-921) at Sweetgrass Basket Parkway to Hamlin Road (S-10-504) at Billy Swails Boulevard in Mount Pleasant as shown on the Plans. Construction activities include, but are not limited to clearing and grubbing, grading, stormwater drainage, asphalt paving, sidewalk construction, new traffic signals, street lighting and landscaping. Also included in the work is utility relocations (water lines and sanitary sewer force main), traffic control, erosion control and pavement markings. The total length of the project is 1.412 miles of new alignment roadway. Construction time for the project shall be five hundred forty-five (545) calendar days from the commencement date in the Notice to Proceed. Question Deadline 01/30/2026 at 12:00 PM ET: Written notification/questions must be received through the procurement portal under Messages and Vendor Discussion The work will consist of the construction of roadway on new alignment beginning at the intersection of Sweetgrass Basket Parkway and Six Mile Road and ending at the intersection of Billy Swails Boulevard and Hamlin Road in the Town of Mount Pleasant, as shown on the Plans. Construction activities include, but are not limited to clearing and grubbing, grading, stormwater drainage, asphalt paving, sidewalk construction, curb and gutter, landscaping, traffic signals, street lighting and irrigation. The scope of work includes the installation (primarily by horizontal directional drill) of approximately 702 LF of 18" PVC and 24" HDPE sewer force main to replace a similar length of 18" ductile iron force main along Rifle Range Road. The project will include areas of open-cut to complete tie-ins. The project will also include the installation of valves, ARVs, and the abandonment of the existing 18" force main. These facilities are owned by Mount Pleasant Waterworks. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
