Sealed proposals are requested for the Lead Service Line Identification Pothole Project. Proposals must include the full name and address of every person, firm, or corporation interested in the submission. If a corporation is submitting, include the name and address of the president and secretary. Proposals must comply with the Ohio Revised Code, including section 735.06, and provide bid and performance sureties if applicable. Envelopes should be clearly marked for the intended project. The City reserves the right to reject any or all bids. For specifications and detailed bidding instructions, contact the provided official. PROJECT PERIOD: March 1,2026 - October 1,2026 The Contractor shall identify a project manager (contractor resource) who will have oversight of the project and will coordinate with the City of Niles staff and/or representative for the duration of the project. The Contractor shall provide a written implementation plan that includes the schedule and route of potholing locations (provided by the City), method of data reporting and integration, and plan for coordination and communication with City staff. Required services for completion of this project are as follows: 1. Potholing and Material Identification a. Contractor shall perform potholing to expose and verify the size, location, and material of existing water service lines at City-specified project sites. i. The Contractor shall pothole to expose points at least 18" from either side of the curb stop box (water main side and building side). The Contractor shall decide whether this is best accomplished with one or more separate potholes (per location) depending on site conditions. b. Types of potholing services for this project will include the following: i. Soft Pothole - earthen or landscaped areas which do not require asphalt or concrete removal or replacement. The areas must be restored to pre-project conditions. ii. Rotomilling and Potholing - areas where rotomilling is used as the means of pavement removal for flexible pavement. Those areas must be restored to permit requirements and public works standards, by request from the Purchasing Contact (listed below in Section III). iii. Core Drilling and Potholing - areas where core drilling is used as the means of pavement or concrete removal for rigid surfaces. These areas must be restored to permit requirements and public works standards, available by request from the Purchasing Contact (listed below). c. Service lines are typically buried at a depth between 36 inches and 72 inches below grade. d. Material Identification is the primary objective. The Contractor will be complete the following inspections and test for each section of exposed service line: i. Visual Inspection - Observe the exposed service line. Lead lines will be gray in color; galvanized steel lines will be silver/gray in color but may appear rusty in areas; and copper lines will have the appearance of a penny and may have green and/or blue coloration due to oxidization. Observe whether pipe is bent. Lead lines, copper lines, and plastic are bendable; galvanized steel lines are not. ii. Scratch Test - Scratch the line with a coin or piece of metal. Lead lines are soft metal and easily marked, revealing a shiny color when scratched; galvanized steel lines cannot be easily scratched; plastic lines can be scratched and will retain the same color when scratched. iii. Magnetic Test - Place a magnet over the exposed line. Lead lines, copper lines, and plastic lines are non-magnetic; galvanized steel lines are magnetic. 2. Data Reporting a. For each project site, the Contractor shall submit a report with the following information: i. Address (to be provided by city) ii. Inspection date iii. Pipe diameter and material with color photograph for portion of exposed service line between curb box and water main iv. Pipe diameter and material with color photograph for portion of exposed service line between curb box and building v. Water account number (to be provided by city) vi. Service line depth vii. Field notes, including visual observations and results of magnet test 3. Property Restoration a. The Contractor shall repair and restore work areas with like surface materials such as landscaping, concrete, asphalt, or other pre-disturbance materials in accordance with permit requirements and public works standards. b. Upon completion of work, the Contractor shall leave the project site in a clean and orderly condition. c. City staff shall review process for special repairs, as needed. d. Except where native material is used for backfilling, specifications used for pothole backfilling and surface restoration will be described by the City. e. A City Street Cut Permit will need issued for this work to ensure all surface and subsurface landscaping is restored properly. Each pothole will be $3. Example: 100 potholes will be $3,000. 4. Contractor Responsibilities a. The Contractor shall provide all personnel, equipment, and vehicles necessary to perform the work. b. The Contractor shall be responsible for obtaining and paying for all necessary permits to complete the work. c. The Contractor shall provide traffic control for potholes that occur in or near the street in accordance with permit requirements. d. Contractor shall call the call before you dig number for locating all utilities and coordinate all utility locations as required to complete the work. e. The Contractor shall properly locate all water service lines and avoid all other utilities that could be damaged by potholing, excavate all materials of whatever character required to expose the service line, inspect the service line and record service line characteristics as outlined herein, and backfill the excavation to existing grade with excavated material or other approved material.
