The City of Phoenix is seeking a qualified contractor to provide construction services for the project listed below. Question Deadline 02/03/2026 at 4:00 PM MT Questions pertaining to process or contract issues should be submitted via online. The scope of work includes, but is not limited to, construct bicycle improvements include buffered bicycle lanes, narrowing travel lanes, streetlighting upgrades, and intersection improvements at Highland Avenue, Campbell Avenue, Indian School Road, and Osborn Road including removing and replacing existing traffic signal poles, mast arms, and signal heads. The project will also include American with Disabilities Act (ADA) improvements for sidewalks, curb ramps, and driveways; signing and striping modifications; various utility adjustments; and miscellaneous removal. The project site is located at: 20th Street: Grand Canal to Highland Avenue This is a federal-aid project. The prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, shall be the minimum wages paid to the described classes of laborers and mechanics employed or working on the site to perform the contract. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program. No goal has been established for this project. The City of Phoenix, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City reserves the right to award the contract to the lowest responsible responsive bidder or all bids will be rejected, as soon as practicable after the date of opening bids.
