The work includes, but is not limited to: Closed Circuit Television Inspections (CCTV) of Pipelines; Cleaning of Sewer and Storm Drain Pipelines; Point Repair for Water, Sewer and Storm Drain Pipelines; General Repair for Water, Sewer, Fuel, Gas line and Storm Drain Pipelines; Other wet utility appurtenances repair and construction; Wet utility pipeline removal and reconstruction; Cured-In-Place Pipe Construction; and Vactor truck and hydro jetting operation. Refer to Section 01 11 00, Summary of Work in the Technical Specifications. Online Q&A Online Q&A Yes Q&A Deadline 02/17/2026 5:00 PM (PST) Bids must be submitted electronically prior to the specified bid deadline. Bidders must register in the Port of Long Beach PlanetBids (PB) System to view and download contract documents, be added to the prospective bidders list, and receive addendum notifications. All pre-bid questions must be submitted electronically through the PB System by the specified deadline. Attendance at the pre-bid meeting is non-mandatory for contractors but recommended for subcontractors. Bidders are responsible for identifying existing conditions. The contractor must hold a valid Class A, California Contractor's License. The contractor is required to self-perform at least 30% of the contract work, with specialty items potentially subcontracted as identified by the City. Bid security of not less than 10% of the base bid is required. The contract will be awarded to the lowest responsive and responsible bidder, but the City reserves the right to reject any or all bids. Additional details regarding insurance, bonds, prevailing wage requirements, and other compliance requirements are provided. A. This Section describes the work to be performed under Specification No. HD-S3243 for the City. B. Per the requirements of this Section, The City will award contracts to up to three (3) Contractors with relevant and verifiable experience. The Contractor(s) shall provide the Work of this Contract including but not limited to emergency water, sewer, fuel and natural gas piping, and storm drain repair projects. The work described in this Section is for anticipated task orders in the future. The Contractor is cautioned that the Work will be assigned on an asneeded basis and there is no guarantee that any Work will be assigned during the term of the Contract. Contractor shall provide the Work of this Contract including, but not limited to, the anticipated task is including: 1. INVESTIGATION AND INSPECTION with Closed Circuit Television (CCTV) and/or other detection instruments/methods of existing pipelines, service laterals, maintenance holes and fittings to determine cause of blockage, leaks, damages, and hot spot issues as directed in the EMTO. 2. SECTIONAL SPOT REPAIRS, such as sewer mains, water mains, gas lines, fuel lines and storm drain mains of various materials and sizes, including tie-in connections to existing pipelines, service laterals, maintenance holes, catch basins or inlets, fittings, and other appurtenances necessary to complete the work, removal and installation, and surface restoration and testing. 3. REMOVAL, REPLACEMENT AND/OR INSTALLATION OF WET UTILITY FACILITIES, including but not limited to valves, fire hydrants, meters, sewer maintenance holes, and cleanouts, storm drain catch basins and inlets, maintenance holes, gas lines, fuel lines and other items appurtenant to the facilities. 4. MISCELLANEOUS WORK including rehabilitation of sewer mains using cured-in-place pipe, removal and replacement of damaged water, sewer, gas lines, fuel lines or storm drain pipes, potholing, cleaning and removal of excess water, excavating, testing and profiling of excavated soil and excess water, hauling excavated soil and excess water to applicable approved disposal facilities. Cleaning of sewer and storm drain lines/ Vactor truck and hydro jetting. 5. The work also includes the mandatory compliance with controls and ordinances with respect to safety, noise, dust, water, erosion and sedimentation, pest, pollution, security and traffic. See General Conditions Article 10 and Special Conditions SC-18 for environmental protection requirements. 6. The contractor shall comply with the following a. All workers responding to a Work Site located on terminals and wharfs are required to have TWIC certifications. (See ITB-36). b. Specifications establish the performance, quality, location and general arrangement of materials and equipment, and establish the minimum standards of quality workmanship and appearance. c. A part of the Work that is necessary or required to make each installation satisfactory and operable for its intended purpose, even though it is not specifically included in the Specifications, shall be performed as incidental work as if it were described in the Specifications. C. Contractor(s) awarded a Contract by the City shall be available on an on-call basis for emergency repair tasks. Although a Contractor may elect to refuse a task when offered, refusal or inability to perform on three (3) tasks will be cause for termination of Contract. Each Contractor shall be required to respond to emergency repair work as set forth in these Specifications. D. When an emergency arises and Work is needed, the Engineer will contact the Contractor via telephone. On receipt of telephone call from the Engineer, Contractor shall promptly determine and notify Engineer within one (1) hour whether Contractor is able to accept the task offer. Upon acceptance of the task, the Contractor shall meet the Engineer on site within two (2) hours to scope the task. The Contractor shall immediately mobilize all equipment and labor to the site within two (2) hour after scoping the task, and commence Work. The Contractor shall diligently perform the Work at the earliest possible date. E. When the Contractor indicates availability for Work and acceptance of an emergency repair task, a written Emergency Task Order (EMTO) will be issued by the Engineer which documents the acceptance, scoping of task, mobilization, and anticipated completion time. F. The City may, at any time, declare that there is no further need for Contractor's Work in connection with a particular emergency, in which event Contractor shall cease Work promptly on notification to do so, but in no event later than twenty-four (24) hours after notification. Contractor shall, on notification from City, take all actions to secure the Work prior to terminating the Work. Any cessation of Work ordered by City shall not terminate the Contract, and City may call for further Work in other emergencies
