Question Deadline 01/23/2026 at 11:59 PM PT The consultant will serve as the primary lead liaison on all Public Housing capital improvement projects, including but not limited to RAD conversions, Section 18 dispositions, and other revitalization efforts. Responsibilities include coordinating with contractors, architects, engineers, and regulatory agencies; facilitating communication among project stakeholders; and ensuring alignment with HUD requirements, MHA standards, approved scopes of work, schedules, and budgets. Specific tasks include overseeing capital improvement and renovation projects, soliciting and evaluating bids from contractors, monitoring project progress, collaborating with property management staff to identify and prioritize capital needs, evaluating Physical Needs Assessments, developing comprehensive capital improvement plans, and managing project implementation to ensure adherence to plan, budget, and timelines. Deliverables include project work plans, preliminary and refined scopes of work, project schedules, reviews and summaries of technical studies, capital improvement recommendations, cost estimates, bid packages, procurement support materials, status reports, change order analysis, construction progress documentation, compliance documentation, coordination materials, project closeout documentation, and lessons-learned summaries. Work must comply with applicable regulations and building codes, and the consultant will be evaluated on their approach to producing and managing these deliverables. Instructions to bidders: Register with OpenGov Procurement and submit responses electronically by the deadline. Ensure technical and cost proposals are submitted separately. Proposals must include confirmation of meeting proposal requirements, a signed letter of introduction, a technical proposal, and a separate cost proposal. Additional information for evaluation may be submitted. Proposals remain in effect for at least ninety days. MHA reserves the right to waive defects, reject responses, award full or partial agreements, request additional information, and negotiate terms. All responses are public records except for clearly identified confidential information. The final agreement is subject to review and approval by the MHA Board or Executive Director.
