The project requires contractors to provide on-call hazardous material abatement or inspection and industrial hygienist services. One contract will be awarded for abatement services and a separate contract for inspection and testing services, with each awardee being exclusively responsible for their respective service category. Abatement services involve asbestos, lead, and mold: - Asbestos: Primarily removal of asbestos-containing materials, but may also include repair, encapsulation, enclosure, packaging, and cleanup. - Lead: Includes preparation of painted surfaces, paint removal, building component replacement, soil abatement, enclosure, encapsulation, and interim controls such as paint film stabilization and dust removal. - Mold: Removal of building materials with fungal growth or detailed cleaning of affected surfaces. The contractor must: - Remove all asbestos, lead, and/or mold-containing material, including all waste generated during projects or work orders, and leave the jobsite clean. - Provide all necessary labor, equipment, supervision, and waste storage in enclosed containers. - Mobilize within four hours for emergency requests and within seventy-two hours for regular requests. - Provide disposal site information, handling procedures, and a list of protective equipment. - Give proof, upon request, of arrangements for transportation and disposal of hazardous materials. - Submit written estimates for each project or work order, detailing hours, worker types, and total cost. - Comply with all applicable federal, state, and local regulations and maintain required licenses. - May be requested to provide abatement for other hazardous materials such as PCBs, silica, and mercury. For Inspection and Industrial Hygienist Services: - Utilize certified professionals for asbestos and lead surveying. - Collect and analyze bulk, surface, and air samples for asbestos, lead, and mold at accredited laboratories. - Provide comprehensive reports with results, key findings, and actionable recommendations. - Perform clearance testing after abatement to verify completion according to specifications. - May be requested to provide inspection for other hazardous materials such as PCBs, silica, and mercury. Instructions to bidders include: - Proposals must include the specified forms, signed by an authorized officer. - Submit electronically via Bid Express or provide one original and one electronic copy on USB. - Respond to the requirements as described; exceptions to the scope must be fully described for County review. - All proposals must comply with the contract documents and applicable regulations. - Bidders must meet minimum qualifications, including five years’ experience in similar projects. - Insurance and licensing requirements apply, and all applicable certifications, permits, and records are required. - The County reserves the right to reject proposals, request clarifications, or make multiple awards. - Additional documentation, such as certificates of insurance, may be required upon selection. - Any deviation from requirements should be detailed under "Exceptions to the Scope of Work" for evaluation.
