Electronic bids will be received for the Knox Full Service Maintenance Facility project for the Ohio Department of Transportation, in Mount Vernon, Knox County. Prevailing Wage rates and Equal Employment Opportunity requirements apply. The project is subject to the State of Ohio’s Encouraging Diversity, Growth, and Equity (EDGE) Business Development Program, with a participation goal of 5.0 percent. Bidders must submit specific information about EDGE-certified business participation with their Bid and Bidder’s Qualifications form. The project is governed by the "State of Ohio Standard Requirements for Public Facility Construction." Bidders must register at https://bidexpress.com, create and enable a digital ID, and submit bids electronically. The Bidder must indicate on the electronic Bid Form where services will be performed, in accordance with Executive Order 2019-12D (services performed within the United States) and affirm compliance with Executive Order 2022-02D (prohibiting purchases from or investment in any Russian institution or company). DOMESTIC STEEL USE REQUIREMENTS as specified in Ohio Revised Code Section 153.011 apply. Bidders are encouraged to be enrolled in a Substance Use Prevention and Recovery (SUPR) Program approved by the Ohio Bureau of Workers' Compensation and, if awarded a contract, comply with further SUPR criteria. The Contractor is responsible for scheduling the project, coordinating the subcontractors, and providing other services identified in the contract documents. Alternate bids may be submitted as listed in the bid documents.
