CCP encourages prospective bidders to deliver their bids before the designated date and time of the opening via certified mail or an overnight delivery carrier. Bids may not be emailed, faxed, or transmitted over the phone. CCP reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part, and also to waive any informality in any and make such awards or take action as may be in the best interest of the CCP. Each bid shall be accompanied by a certified check, cashier's check, or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by CCP in an amount not less than ten percent (10% of Base Bid) but in no case in excess of $20,000.00 of the amount bid, together with a non-collusion affidavit. Bids will not be received after the time specified for the opening of the bids. CCP will deem bids received after the appointed hour as invalid and return them unopened to the Bidder. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of language in the NJ Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The Mandatory Disadvantaged Business Enterprise (DBE) goal is 11%.
