The Tulsa County Voluntary Buyout Program (VBP) is designed to help eligible Oklahomans voluntarily relocate from the 100-year floodplain, floodway, or Disaster Risk Reduction Areas. The program aims to acquire between 75 to 80 at-risk properties and convert them into open space, green space, recreational grounds, or floodplain management areas. Properties purchased through the program will be deed restricted to remain as green space, recreational space, or floodplain management areas in perpetuity. The Tulsa County Voluntary Buyout Program (VBP) is intended to help eligible Oklahomans relocate from the 100-year floodplain, floodway, or Disaster Risk Reduction Areas. The goal of the program is to voluntarily buyout between 75 to 80 at-risk properties and convert them to open space, green space, recreational grounds, or floodplain management areas. Properties purchased with these funds will be deed-restricted to remain as green space, recreational space, or floodplain management areas in perpetuity. Upon acquisition of properties, Tulsa County will be required to remove all improvements on the parcels to ensure the acquired properties are returned to open green space in perpetuity to reduce flood impact and loss. The scope of this request is to pre-qualify demolition contractors to perform the required demolition and clearance activities required by this program after sites are identified and acquired by the County. The project consists of demolition, removal and disposal services for homes and associated residential structures purchased by the County under the VBP. The services shall be accomplished in a manner consistent with all County, State, and Federal laws, codes, regulations, and environmental standards. A parcel may contain intact residences, partial or damaged residences to be demolished. Demolition services will include both the clearance of the structures from the parcel and any necessary infrastructure reconstruction. The property should be left in a way that is consistent with neighborhood standards including the replacement of curbs and sidewalks as applicable.
