The consultant will manage all phases of design, permitting, and construction support to ensure timely delivery, compliance with federal funding requirements, and continuous water service during construction. The project will be delivered using a conventional design-bid-build approach under a single construction contract. 2.1 Project Objectives The District has four overall objectives for the project: 1. Design for resiliency, reliability, and low-maintenance operation. 2. Develop a realistic schedule for commissioning of all project elements that fits within federal funding deadlines (assumed to be 3 years from submittal of PER). 3. Complete project delivery at or below the project budget of $3,000,000 (2026 dollars). 4. Maintain continuous water service during construction, allowing only very minor, short-term outages when absolutely necessary. 2.2 Consultant Qualifications The preferred Consultant will possess knowledge and expertise, through its own staff or through its subconsultants, in: Small public water system operations, management, design, and construction. Landuse planning and permitting. Structural, mechanical, geotechnical, and electrical engineering. Instrumentation and control systems. Construction management and inspection. Cost estimating. Federal funding compliance including BABA regulations.
