Contractor Selection Date: February 11, 2026 Scope of Work Project Overview: City of Hayward (City) invites proposals from qualified professionals with experience in land value and ground lease appraisals for the highest and best use of the subject properties which consist of: o The 2.13-acre former Centennial Hall site (APN 415-0250-111-02) located between City Center Drive and Foothill Blvd.; o The 1.39-acre Former City Hall site (APN 415-0250-112-00) located between City Center Drive and Foothill Blvd.; and o The 2.27-acre parking structure site along City Center Drive (APN 415-0250-113-00) located between City Center Drive and Foothill Blvd. Project Description: The City desires an appraisal of ground lease and land value of City-owned properties. City of Hayward (City) invites proposals from qualified professionals with experience in land value and ground lease appraisals for the highest and best use of the subject properties which consist of: o The 2.13-acre former Centennial Hall site (APN 415-0250-111-02) located between City Center Drive and Foothill Blvd.; o The 1.39-acre Former City Hall site (APN 415-0250-112-00) located between City Center Drive and Foothill Blvd.; and o The 2.27-acre parking structure site along City Center Drive (APN 415-0250-113-00) located between City Center Drive and Foothill Blvd. Project Goals: The City desires to obtain an independent, well-supported appraisal of the ground lease value and land value of City-owned properties located near City Center Drive and Foothill Blvd. The appraisal will provide an objective and defensible basis for evaluating potential sale, lease, or other disposition strategies and will support informed decision-making consistent with the City's fiduciary and policy obligations. A key goal of this assignment is to ensure a comprehensive understanding of each property's physical, legal, and regulatory characteristics that may influence value. This includes review of existing and proposed land use controls, easements, setback requirements, site plans, and available survey information. Coordination with City staff throughout the process will ensure that relevant assumptions and constraints are accurately reflected and that necessary clarifications are obtained in a timely manner. The project further seeks the preparation of a draft land value and ground lease appraisal report that clearly documents valuation methodologies, assumptions, and conclusions in accordance with the City's appraisal instructions and applicable professional standards. City staff will review the draft report and provide written comments to ensure alignment with project objectives and completeness prior to finalization. The final goal is the delivery of a comprehensive final appraisal report, in both bound paper and PDF formats, suitable for City review, policy consideration, and potential transactional use. The Consultant will perform all work under the general direction of the City's project manager and in close coordination with City staff to ensure adherence to project schedule, quality expectations, and professional standards. Project Deliverables: The project includes the following deliverables: The following task descriptions are presented as information to assist consultants in preparing a proposal. A detailed scope of services will be incorporated into the negotiated consultant agreement. The Consultant, under the general direction of, and in coordination with the City's project manager, shall be responsible for the tasks and program/document requirements as per the following tasks: A. Kick-off Meeting. On-line meeting with key City team members to discuss background, goals, expectations, schedule, and budget. B. Review Existing Documents. Review existing and proposed land use, easements, building set-back requirements etc. Review available site plans and lands survey information needed for the project. Obtain any necessary clarifications from the City. C. Prepare Draft Land Value and Ground Lease Appraisal Report. In accordance with the Appraisal Instructions (Attachment G) prepare a Draft Land Value and Ground Lease Appraisal Report. City staff will submit written comments to the Appraiser. D. Prepare Final Land Value and Ground Lease Appraisal Report.
