February 5, 2026 Close of written Requests for Additional Information SCOPE OF SERVICES: The City is soliciting proposals from qualified and interested firms to provide the City with economic development and redevelopment consulting services. Firm(s) shall be responsible for providing the City and Economic Development Department with business retention, expansion, attraction and creation commercial real estate consulting services. Projects will be in the areas of mixed-use, commercial, and industrial development and redevelopment. The contractor shall be a full-service commercial real estate and economic development - redevelopment consultant with knowledge and experience over a broad range of commercial real estate development. Market and Economic Analysis o Provide general and site-specific commercial real estate market analysis. o Assess economic, commercial, and demographic trends that impact development opportunities. o Identify market gaps, opportunities, and challenges. Development Feasibility and Site Evaluation o Evaluate the development potential of City-owned or strategic private parcels. o Conduct basic feasibility reviews, including recommended land uses and conceptual development programs. o Prepare simple financial evaluations (e.g., order-of-magnitude pro formas). Redevelopment and Revitalization Support o Assist in evaluating redevelopment opportunities in key corridors or districts, both in the City's more underdeveloped corridors as well as in areas with the greatest economic and transformational opportunity. o Provide recommendations for reuse of underutilized or distressed properties. o Offer high-level guidance on zoning, infrastructure, or land-use considerations related to redevelopment. Public-Private Partnership and Incentive Guidance o Review development proposals for alignment with City goals. o Provide guidance on appropriate use of incentives (e.g., TIF, CID, TDD, tax abatement). o Offer high-level analysis of project financial assumptions and public benefit. Economic Development Advisory Services o Support business attraction, retention, and expansion strategies. o Identify industries, development types, and commercial categories with growth potential and optimal feasibility for City. o Provide input on City economic development policies or initiatives. Stakeholder Engagement & Communication o Participate in select stakeholder meetings, developer meetings, or public presentations. o Prepare concise written summaries, presentation materials, or reports as requested. Deliverables For each assigned task, the contractor may be asked to provide: o Short written memos or reports o Basic feasibility analyses o Maps or exhibits o Presentations to City staff and/or City Council o Draft redevelopment plan proposals PERIOD OF SERVICE: Contract Period: The original contract period shall be as stated in the agreement/contract or notice of award. The contract shall not bind, nor purport to bind, the city for any contractual commitment in excess of the original contract period. In no event, shall the term of the contract/agreement exceed five (5) years and three (3) months per City Ordinance.
