Renovation of a mixed-use development in Columbia, Missouri. Completed plans call for the renovation of a educational facility.

The Columbia Public School District (District) is requesting proposals from local Contractors for Low Voltage Infrastructure and Device Installation. The District has implemented a new visitor management system. Bidders must bring a government issued ID to enter District buildings. Award of this bid is planned for April 13, 2026. This RFP will be referred to as Exhibit A in the contract. The District reserves the right to reject any and all proposals and to waive any "informalities" in the proposals received whenever such selection, rejection, or waiver is in its best interest. The District reserves the right to accept or reject all or part of the bid, to waive technicalities, and to accept the offer the District considers most advantageous. The District also reserves the right to award all items, any group of items, or a single item. Be advised that the District is not required to award the bid to the lowest bidder, but instead to the best bidder that presents the most advantageous offer to the District, in the District's sole and complete discretion. Bids will be evaluated based on the type of product or service offered, price of the product or service, qualifications of the bidder, experience of the bidder, and the District's past experience with the bidder. Bidders' experience and qualifications shall include the number of years the bidder has been in operation, the number of times the bidder has provided the product or service requested, the litigation history of the bidder, and the number of times the bidder has provided the product or service to the District or other public-school districts. All bid documents become public record once a negotiated contract has been executed. All bids must be valid for a period of ninety (90) days from the opening of bids. The scope of work for Low Voltage Infrastructure & Device Installation shall include, but is not limited to, the following: Provide equipment, material, and labor to install. 1. The District is soliciting quotes for a rate per drop for installation and rate per drop for removal. Installation may include low voltage wiring services, wireless access points, IP speakers, IP phones, Panduit LD 10 molding, and flat panels. Removal provides removal of any existing wire. Rates to include all costs (direct and deliverable) necessary to perform the work required, i.e. - travel, mileage, insurance etc.). Rates will be based on a normal work week (7:00 am to 5:00 pm, Monday through Friday) 2. The District will provide all materials and equipment. 3. Services will be at various locations throughout the District and may include new construction at the Districts discretion. Contractors will run into drop and solid ceilings at the different buildings. 4. Installers must contact Technology Services department prior to installing any drop to make sure District standards are met. 5. Response Time: Contractor will begin work assigned within two (2) working days of notice. For each project assigned, the contractor and District will agree upon a project completion time. Contractor will endeavor to complete all work within the agreed time frame. Any delays or extensions will be approved by the District designated representative. 6. Certification/Qualifications: Must have at least one certified installer for Panduit data products on site during any installation or termination. Must have at least one BICSI Certified Commercial Installer Level II on site during any installation or termination. Anyone handling the cable should be at least a BICSI Certified Commercial Installer Level l. Please submit proof of certification for each certified individual in your organization. 7. Workmanship: Workmanship shall conform to all of the methods and operations of best standards and accepted practices of the trade or trades involved, and shall include all items of fabrication, construction or installation regularly furnished or required for completion (including any finish, and for successful operations as intended). All work shall be executed by personnel skilled in their respective lines of work. All installed cable must be labeled at the wall plate with the corresponding number at the patch panel. Installed cable must be tested and verified that it meets the standard of the cable installed. Test results must be provided. No pass/fail. 8. Safety: Contractor shall keep the premises clean of all rubbish and debris generated by the work involved and shall leave the premises neat and clean. Contractor, at the Contractor's expense, shall dispose of all surplus material, rubbish, and debris. Work areas shall be cleaned at the end of each workday. All materials, tools, equipment, etc., shall be removed or safely stored. The District is not responsible for theft or damage to the Contractor's property. A site inspection will be conducted by the District after the project is complete. If any areas are determined to be unsatisfactory or incomplete, the Contractor will have these areas corrected at their expense and a final inspection will be conducted, after which a written approval will be provided to the Contractor.
