The California Department of Public Health (CDPH), Viral Rickettsial and Disease Laboratory (VRDL) and the CDPH Microbial Diseases Laboratory (MDL), conducts research required for the diagnosis, investigation, and control of viral, bacterial, fungal, and parasitic diseases in California and functions as the public health laboratory for local health jurisdictions that do not have public health laboratory services. As part of the laboratory science training program, VRDL and MDL, in conjunction with the State Training Lab (TRNL), trains local public health laboratory personnel in standardized laboratory procedures. The VRDL, MDL, and TRNL laboratory programs are inspected to comply with Clinical Laboratory Improvement Amendments (CLIA) to maintain licensure for diagnostic testing. Biosafety equipment is used by microbiologists for all diagnostic testing, and the department must provide operational safety equipment to reduce the risk of exposure to hazardous materials and ensure occupational health and safety. Biological Safety Cabinets (BSC) provide air flow protection for laboratory personnel and must be used for certain testing on infectious pathogens. CLIA requires continued preventive maintenance and repairs, which must be documented and are subject to annual inspection.
