Site work and paving for a mixed-use development in Roseau, Minnesota. Working plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Minnesota Department of Transportation plans to resurface Highway 89 from the Marshall/Roseau County Line to north city limits of Wannaska in 2026. The project also includes sidewalk upgrades in Wannaska and centerline culvert replacements throughout the project limits. Project Elements: -Robust resurfacing (mill and overlay) -Sidewalk upgrades in Wannaska -Culvert replacements The project is included in the City's 2026-2030 Capital Improvement Program (CIP). As of January 29, 2026, per owner, project was designed by MnDOT and is complete. A construction contractor will be selected through a low-bid process following the project letting in May 2026. Construction is tentatively scheduled for July-August 2026. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
