Demolition, site work, paving, new construction and renovation of a mixed-use development in Perris, California. Completed plans call for the demolition of a service station / car wash facility; for the construction of a service station / car wash facility; for the renovation of a service station / car wash facility; for site work for a service station / car wash facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
All questions must be submitted through PlanetBids by 5:00 p.m. Friday, January 30, 2026. The work to be constructed is located at the northwest corner of Mapes Road and EMWD Gate 5 and Gate 1, City of Perris, California. The majority of work is within EMWD's property. Schedule A - EMWD HQ Security and Access Control: Under these Specifications, the Contractor shall furnish all labor, material, and equipment for construction of the complete and operable new Gate 5 Guard House and associated improvements in accordance with these specifications and contract drawings. The work consists of the following: A. Furnish and implement demolition including, but not limited to, cutting, removal and disposal block wall and footing; existing guard shack and shades, cabinet and conduit/cable; curb and gutter; remove decoration rock. B. Furnish and implement grading including, but not limited to, AC asphalt removal; excavation; backfill compaction; AC and class II base restoration; import and/or export material as required; preparing and implementing BMP. C. Furnish and install site Improvements including, but not limited to, new asphalt pavement, swale/concrete gutter, sidewalk, new CMU block wall and footing, steel tabular fence and footing, new canopy and footing, concrete slab/foundation for new guard house. D. Furnish and install guard house including, but not limited to, prefabricated metal building, roofing, ceiling, window, door, access control hardware, card-reader, interior and exterior lighting fixtures, additional light with emergency batteries, restroom, electric power service, floor, monitors, work stations, transformer and HVAC system. E. Furnish and install landscape and irrigation systems including, but not limited to, plants, concrete walkway, decoration rock and sand, irrigation connection, pipe, valve, sprinkler, controller. F. Furnish and install water service and sewer lateral, including, but not limited to, water pipeline, fittings, valve, meter and connection, sewer pipe, cleanout, cut-in a manhole, connection. G. Furnish and install power and communication including, but not limited to, above ground conduit, underground conduit, cable, pull box, junction box, switches, outlets and multi sensor cameras. H. Furnish and install connections, including, but not limited to, power, communication, security, program integration and implementation. I. Other pertinent work for the construction of the complete and operable facility J. Furnish and install temporary guard shack at Gate 1, the power, communication, security, program integration and implementation will be performed by EMWD Schedule B - OMC Fuel Station Upgrade Project: Scope of Work. Scope of work is contained in the contract documents and demolition is shown on plans and specified in Section 02 4119. A. Provide grading over excavation. B. Removal of concrete pavement, concrete piers at light post fixtures, concrete curbs, and concrete island to be replaced with new concrete slab, concrete islands, and concrete curbs. C. Temporary removal of existing rock riverbed and soil for providing a new floor drainpipe, roof downspouts, and replacing back soil and rocks. New floor drain to daylight at existing concrete side curb. Install in each storm drainpipe outlet at the curb and gutter a cast iron product similar to Evergrate C-1446T or equal. Provide a transition piece to match the rectangular opening of the curb and the circular drainpipe. D. Removal and replacement of selected concrete swale to accommodate new work. E. Sawcut and remove existing asphalt for new electrical duct bank and provide new asphalt pavement. F. Sawcut and remove asphalt for new concrete trench drainage. G. Removal of existing metal bollards and provide new metal bollards per plan. H. Removal of existing wood frame booths and card readers. I. Removal of existing fuel lines, electrical conduits, communication conduits and all electric cables. Fuel lines removal requires sampling of dirt around the pipe. J. Replace fuel turbine / pump in-kind for Tank 22-A. Provide and install electrical conduits, cables and seals to connect from Tank Pump Control Panel. K. Removal of existing electrical light poles and electrical conduits in the fuel islands. L. Existing electrical duct bank to be abandoned. Remove / demo where the new pipes and duct banks will pass. M. Removal of existing water and air supply hoses at point of connection and replace with new type at new location per plan with new underground box. Air and water supply shall be connected to existing. Contractor to protect buried air and water supply pipes in-place during demolition of slab. N. Demolish existing electrical pull boxes and abandon them in place. Demo and abandon all electrical power supply, signal cables, and conduits. A new ductbank with conduits and cables shall be installed before this demo (see electrical drawings). Power supply and signal to guard shack, street lighting, and yard lighting shall be installed, tested and put in operation before the demo. O. Removal of existing exposed conduit at back side of fuel tanks. See Appendix H for photos showing conduits that will be protected in-place. P. Removal of existing electrical panel. Abandon all existing electrical conduits. Q. Provide new exterior detached metal shade structure with metal posts embedded into new concrete caissons and metal roofing. R. Provide and install new exterior led light fixtures on new roof structure. Provide conduits and cables as required. S. Provide new underground fuel lines, fuel vapor return pipes, new transition sumps, and accessories / pipe / fittings for the existing gasoline & diesel fuel pumps discharge pipes. T. Provide and replace new fuel lines above existing fuel tanks on new piping racks. U. Provide two (2) FuelForce FF814 units (new fuel management controllers system) with card readers. V. Provide and install four (4) fuel dispensers. Two dispensers are for diesel, and two dispensers are for unleaded gasoline. Each dispenser will be dispenser type (no pump) 22 gpm, mechanical register for one product and 2 hoses. Provide conduits, cables and conduit seals. Provide two (2) emergency E-Stop push buttons on the islands and connected to the emergency fuel shutoff panel, located in the building "F". W. Provide new Veeder-Root tank gauging controller, with software, two (2) USM modules, two (2) I/O modules and level sensors for transition sumps, condensate trap and under dispenser containments (UDC). Provide six (6) new tank leak level sensors, six (6) tank level transmitters, sump level sensors, UDC level sensors, condensate trap level sensors and connect to connect to tank gauge controller via intrinsically safe wiring in its own conduits. The output from the tank gauge controller shall be connected to the District provided RTU panel for status and alarm. The alarm output from the tank gauge controller shall be tied into a new beacon/alarm for alarming. Provide and install conduits, cables and seals. Provide and install a Veeder-Root Quick Server Modbus/BACnet Gate Way, Prosoft Modbus protocol converter and power adapter, mounted in a 20" x 16" x 8" NEMA 12 enclosure with window. Set up and configure the tank gauge controller and Veeder-Root quick server. X. Provide aluminum equipment rack, mounting Dispensing Pump Control panel, local Veeder-Root beacon/horn alarm box, Veeder-Root alarm acknowledge switch/reset, emergency E-Stop push button, and three (3) NEMA 4X disconnect switches for fuel pumps. Dispensing Pump Control panel is NEMA 4X, 42" x 36" x 12", containing three (3) single phase controllers for fuel pumps, control relays, and terminal blocks. Y. Provide and install four (4) 20A circuit breakers in the existing panel "PB" in Building "F" per drawings for fuel dispensers. Z. Provide and install emergency fuel shutoff panel, NEMA 12, 36" x 30" x 12"enclosure containing (2) 8 poles, 20A contactors. This panel is located in the building "F".
