Sealed bids are invited for the installation of approximately 2,000 linear feet of new 84 inch wastewater force main bypass piping. The project includes force main installation, concrete structures, valve installation, dewatering, utility relocation, and maintenance of traffic. The work is located in the Southbridge area of the City of Wilmington, just south of the Norfolk Southern railroad at the Townsend Street off-ramp of Heald Street. Sealed bids must be addressed to the Purchasing Division with clear notation of the project name and contract/bid number. Contractors must acquire the Bid Package and register with Johnson, Mirmiran & Thompson, Inc. Bids must be accompanied by a bid bond, certified or cashier's check in an amount equal to 10% of the bid price. The successful bidder must provide a surety bond for the contract price. Only qualified contractors may bid; qualification forms and applications are required, and all contractors must submit a Contractor Responsibility Certification form by the bid deadline. There is a mandatory pre-bid meeting for prime bidders. Bidders must implement a mandatory alcohol and drug testing program, comply with New Castle County’s Small Business Enterprise (SBE) Program and related forms, and meet the SBE participation goal of 2%. Contractors and subcontractors must comply with requirements related to the Delaware Water Pollution Control Revolving Loan Fund and the Water Infrastructure Financing and Innovation Act (WIFIA), including prevailing wage laws, American Iron & Steel requirements, and applicable federal, state, and county requirements.
