Demolition, site work, new construction and renovation of a mixed-use development in Wilmington, Delaware. Conceptual plans call for the demolition of a medical facility; for the construction of a medical facility; for the renovation of a medical facility; and for site work for a medical facility.

Architectural, engineering, and healthcare planning services are required to investigate existing conditions, design, and prepare complete construction documents for the replacement of the HVAC distribution system serving the morgue and associated areas in Building 1, ground floor Room 149. Work includes surveying architectural, structural, mechanical, electrical, environmental, and fire/life safety conditions; removing damaged or degraded materials from the ceiling to deck; replacing light fixtures, ceiling systems, diffusers, ductwork, reheat coils, and abandoned piping; installing an updated negative pressure monitoring system; integrating new direct digital controls into the existing Building Automation System; and designing the replacement of the six-compartment morgue refrigerator. The design must incorporate infection control and dust prevention measures, asbestos and lead paint assessments, potential abatement requirements, and all applicable federal, state, and VA standards. The morgue must remain operational throughout construction, requiring detailed phasing and coordination with hospital staff. Services include third-party cost estimating, energy assessment comparing existing and proposed systems, fire and life safety peer review, construction waste management, compliance with EOSH regulations, and preparation of contract drawings and specifications in accordance with VA Program Guide PG-18-15. The A/E shall submit progressive design packages at 25%, 50%, 75%, 100%, and final contract document stages; provide updated specifications, cost estimates, AutoCAD drawings, and required narrative reports; and participate in scheduled review meetings. Construction period services include reviewing submittals and RFIs, advising on change orders, performing a minimum of fifteen site visits, assisting with contractor qualification evaluations, participating in inspections, and preparing final as-built drawings. Location: Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805 The construction magnitude is between $1,000,000 and $2,000,000.
